Job summary

Rocket Learning, in partnership with ICDS, SCERT and the Department of Education, Punjab, seeks a Program Lead to plan, rollout, and manage the ECCE program statewide across all districts. You will oversee stakeholder engagement, team leadership, performance tracking and cross-functional coordination to achieve high-quality field delivery.

The role requires managing field teams, collaborating with government partners, and ensuring data-driven decision making to drive coverage and engagement

Qualifications

• 6-8 years of experience in program management or field operations (NGO/government preferred).
• Proven team leadership experience.
• Strong stakeholder management and communication skills.
• Proficient in Google Sheets and Forms with data interpretation ability.
• Willingness to travel up to 50% across Punjab.
• Excellent command of English and Punjabi.
• Proactive, mission-driven problem-solver.

Responsibilities

• Lead end-to-end implementation of ECCE initiatives in Punjab across districts.
• Build and manage relationships with state departments, district officials and stakeholders.
• Recruit, train and manage regional academic experts and field staff.
• Use field insights and data analytics to create SOPs and support decisions.
• Ensure timely data collection and reporting on program indicators like coverage and engagement.
• Collaborate with internal teams (content, tech, media, research) for localised interventions.
• Represent Rocket Learning in external meetings, workshops and reviews.

About the Role

Rocket Learning, in partnership with ICDS, SCERT and Department of Education, Punjab, is actively working to implement its ECCE program statewide. As a Program Lead, you will be responsible for successful planning, rollout, and management of the program across all districts. This includes stakeholder engagement, team leadership, performance tracking and cross-functional coordination.

Key Responsibilities

1. Program Leadership: Lead the end-to-end implementation of Rocket Learning's ECCE initiatives in Punjab
2. Government Liaison: Build and manage strong working relationships with state department, district officials and other stakeholders
3. Team Management: Recruit, train and manage a team of regional academic experts & field staff
4. Operational Planning: Use field insights and data analytics to create SOPs and support decision-making
5. Monitoring & Reporting: Ensure timely data collection and reporting on key program indicators (coverage, activation, engagement)
6. Cross-functional Coordination: Collaborate with internal teams (content, tech, media, research) to localize and implement interventions
7. Stakeholder Engagement: Represent Rocket Learning in external meetings, workshops and field reviews

1. Successful program implementation in all districts of Punjab
2. Achievement of key metrics (coverage, activation and engagement)

Required Qualifications

1. 6-8 years of experience in program management, field operations or implementation roles (NGO or government partnerships preferred)
2. Prior team management experience
3. Strong stakeholder management and communication skills
4. Proficiency in Google Sheets, Forms, and basic data interpretation
5. Willingness to travel up to 50% of the time across Punjab
6. Excellent command of English and Punjabi
7. Strong problem-solving skills and a proactive, mission-driven mindset

Preferred Experience

1. Background in education, ECCE or public systems
2. Experience in multi-stakeholder projects, particularly with government engagement
3. Familiarity with community-based programs
