Job summary

Meghalaya Energy Corporation Limited (MeECL) invites an experienced Manager/Senior Analyst Management Consulting (Commercial) to support the commercial function for MeECL and its subsidiaries in Meghalaya. The role focuses on monitoring billing and collections, identifying energy and revenue leakages, and driving process improvements.

You will lead business process re-engineering, develop SOPs and MIS reports, and provide strategic consulting on commercial parameters.

Qualifications

• Experience in handling commercial matters of DISCOM or consultancy.
• Strong analytical, documentation and report-writing skills.
• Knowledge of advanced MS Excel and PowerPoint is highly preferred.

Responsibilities

Job description

A. About the Role:

We are looking for an experienced Manager/ Senior Analyst Management Consulting (Commercial) to support the execution of a consultancy assignment with Meghalaya Energy Corporation Limited (MeECL) and its subsidiaries viz. Meghalaya Power Generation Corporation Limited, Meghalaya Power Transmission Corporation Limited and Meghalaya Power Distribution Corporation Limited. The role involves supporting the Meghalaya Power Distribution Corporation Limited in supporting in day to day commercial activities such as monitoring the billing, collections, identification of energy and revenue leakages etc.

B. Detailed expectations from the role:

The Manager shall be responsible for providing strategic and operational consulting support on Commercial function. Key responsibilities include:

Business Process Re-engineering

• Review the existing process of reporting of key commercial parameters of the Distribution utility.
• Prepare a Standard Operating Procedure for reporting of the key parameters along with responsibility matrix.
• Engage with all the Stakeholders and get the feedback from them on the proposed SOP including middle and lower management.
• Assist in the implementation of the Standard Operating Procedure within timeframes as approved by the Management.
• Provide on recommendations on digital interventions along with the probable solutions along with the cost benefit analysis.
• Formulate standardized daily, weekly and monthly reporting formats on key parameters with diagnostic analysis along with probable interventions to capture adverse deviations.

Billing and Collection

• Monitoring the effective of billing and facilitating in ensuring 100 % billing.
• Formulating Process of Billing Quality check. like- Under billed consumers, Overbilled, never billed.
• Preparing of Billing, Collection & customer data Management Information reports from the billing Master data.
• Billing & Collection Analysis of consumers of various categories.
• Suggesting Changes & improvement of Billing system to minimize errors and system gaps.
• Work in close coordination with the Unified Billing System provider.
• Analyze the data of Smart Metered Consumers in terms of key parameters and prepare a report on the deviations along with the corrective actions. The report is to be circulated to all lower, middle and top management and vigilance team for corrective actions.
• Suggesting the utilities on best practices in the industry for billing and collection checks.
• Coordinate with Distribution Franchisee operator for submission of monthly MIS as per the contract document.

Management Review

• Prepare presentation at sub-division level for the review meeting by management highlighting the key parameters along with the diagnostic analysis and suggestions for improvement.
• Coordinate with the sub-divisions level officers for the Action Taken Report after each review meeting.

C. Required skill set:

• Strong technical and commercial knowledge about the power distribution business.
• Strong analytical, documentation, and report-writing skills.
• Experience in handling smart meter data
• Working knowledge of key regulatory interventions effecting the commercial parameters of DISCOM.
• Excellent stakeholder management and communication abilities.
• Proficiency in MS Excel, PowerPoint, and MS Office applications.
• Experience working with State DISCOMs, Government Utilities, or Power Sector Consulting organizations will be preferred.

D. Education and Experience:

• BE/ B. Tech/ MBA/ M. Tech (Candidates with B. Tech and MBA may be preferred but not mandatory).
• Knowledge of advanced MS Excel and Microsoft Power point is highly preferred.
• Atleast 5 Years experience in Commercial Matters of DISCOM or consultancy company.

E. Location:

• Shillong, Meghalaya.
• The role will involve regular interaction with utility officials and may require field visits within Meghalaya based on project requirements.
