You will prepare RFPs, coordinate with state procurement teams, develop MIS reports, monitor milestones, and contribute to process improvements.

Qualifications

• BE/B.Tech or MBA; 5+ years in procurement, tendering, and contracts management in power utilities or consultancy.

Responsibilities

• Provide day-to-day support to MeECL and its subsidiaries on procurement and tendering activities.

Job description

A. About the Role:

We are looking for an experienced Manager/ Senior Analyst Management Consulting (Procurement & Tendering) to support the implementation of a consultancy assignment with Meghalaya Energy Corporation Limited (MeECL) and its subsidiaries viz. Meghalaya Power Generation Corporation Limited, Meghalaya Power Transmission Corporation Limited and Meghalaya Power Distribution Corporation Limited. The role involves supporting procurement and tendering activities for utility projects, ensuring compliance with procurement procedures, facilitating bid management, vendor coordination, contract finalization, and monitoring procurement-related project deliverables.

B. Detailed expectations from the role:

The Manager shall be responsible for providing strategic and operational consulting support on procurement and tendering functions. Key responsibilities include:

Procurement & Tendering Support

• Provide day-to-day support to MeECL and its subsidiaries on procurement and tendering activities.
• Review the existing Operating Procedure of MeECL for bidding of services and goods.
• Prepare Request for Proposals (RFPs) for procurement of materials and services as per client requirements and in line with the State and Central Procurement Guidelines.
• Coordinate with the State E Procurement management team.
• Advise the client from time to time on updation of the procurement process and digital intervention in the procurement.

Vendor Identification & Bid Management

• Identify and facilitate the selection of suitable vendors in line with MeECL procurement processes.
• Support release of RFPs and tender documents.
• Coordinate pre-bid meetings and manage clarifications with prospective bidders.
• Facilitate all procurement activities through to contract award.

Bid Evaluation

• Review all the technical and commercial bids.
• Find out the deviations in the submitted bids from the conditions in the RfP.
• Prepare comparative statements, bid evaluation reports, and recommendations for tender finalization.
• Support evaluation committees during the bid assessment process.

MIS & Reporting

• Prepare, review, and validate MIS reports, dashboards, progress reports, and periodic submissions.
• Prepare a database for the bids with details of technical requirement, deviations allowed, revisions in the tenders done if any etc.
• Maintain procurement documentation and ensure timely reporting to the Client.
• Ensure quality and accuracy of reports, presentations, and Minutes of Meetings (MoMs).

Stakeholder Coordination

• Coordinate with officials MeECL, contractors, vendors, and internal consulting teams.
• Monitor procurement milestones and facilitate timely resolution of issues.

Additional Responsibilities

• Prepare a Standard Operating Procedures with timelines for each type of procurement and ensure compliance of the approved procedure.
• Support any other procurement and tendering activities assigned by the Client.
• Contribute to process improvement initiatives and procurement best practices within the project.

C. Required skill set:

• Strong understanding of procurement and tendering processes in the Power Sector including, distribution, generation and transmission.
• Experience in preparation of RFPs, bid evaluation, vendor selection, and contract award processes.
• Knowledge of public procurement procedures and utility procurement practices.
• Strong analytical, documentation, and report-writing skills.
• Excellent stakeholder management and communication abilities.
• Proficiency in MS Excel, PowerPoint, and MS Office applications.
• Experience working with State DISCOMs, Government Utilities, or Power Sector Consulting organizations will be preferred.

D. Education and Experience:

• BE/ B. Tech or MBA (Candidates with B.Tech and MBA may be preferred but not mandatory).
• Atleast 5 Years experience in Procurement, Tendering & Contracts Management in a Power Utility / Discom company or Power utility consultancy company.

E. Location:

• Shillong, Meghalaya.
• The role will involve regular interaction with utility officials and may require field visits within Meghalaya based on project requirements.
