As a Manager – Digital PFM,you will lead end-to-end engagements — from identifying system gaps anddesigning digital solutions to driving implementation and institutionalizationwithin government ecosystems. The role combines strategy, technology, andexecution, while offering the opportunity to work on high-impact governancereforms at scale. The Manager – Digital Public Finance Management(Digital PFM) will serve as MSC’s representative supporting governmentministries and departments in designing and implementing technology-enabledpublic finance reforms. The role requires driving the full cycle of engagement— from ideation and solution design to implementation and institutionalizationof digital public finance systems. The Manager will work closely withgovernment stakeholders to identify system gaps, develop digital andprocess-based solutions, and support execution of reforms aimed at improvingefficiency, transparency, accountability, and data-driven decision-making inpublic finance management. This role combines strategic thinking, technicalunderstanding of digital systems, and operational execution to supportlarge-scale government transformation initiatives. This role will alsocontribute to business development efforts by identifying new opportunitieswithin existing government engagements, supporting proposal development, andshaping new interventions aligned with client priorities and emerging publicfinance challenges. The candidate will work with internal teams to translatefield insights into scalable project opportunities and strategic partnerships.

• Work collaboratively with government teams,technology partners, and MSC consultants to design and implementtechnology-enabled public finance reforms
• Lead and support the ideation, design,digitization, and implementation of Digital PFM solutions, including processreengineering, system strengthening, and data-driven decision support tools
• Conduct diagnostics, analytical research, andassessments to identify system gaps and inform solution design andimplementation strategies
• Facilitate stakeholder consultations,workshops, and cross-functional coordination to drive alignment acrossgovernment and partner institutions
• Engage with key stakeholders, includingcentral/state governments, NITI Aayog, development partners, donors, think tanks,and private-sector actors, to support implementation and collaboration
• Lead the development of project deliverables,including concept notes, strategy papers, analytical reports, and presentations
• Contribute to business development byidentifying opportunities within ongoing engagements and supporting proposaldevelopment and solution articulation
• Supportknowledge management and dissemination through the development of blogs,briefing notes, policy papers, and other knowledge products.
