Job summary

Plan India is seeking an M&E Coordinator in Delhi to lead the development of the M&E plan and MIS framework for the Truckers Wellness Project. You will oversee data collection, tool development, and dashboards to monitor progress with a focus on quality and timely reporting.

Qualifications

PROJECT OVERVIEW

Plan India shall be implementing ‘Truckers Wellness Project. The project would cater to the truckers and allied population engaged in the transportation of goods and supplies. Truckers play a pivotal role in sustaining the country’s economy, ensuring the seamless movement of goods across vast distances, even during challenging times like the COVID-19 pandemic and other emergencies. Their contributions are crucial to the country’s GDP, as they keep supply chains intact and industries operational. Despite their significant role, the health and well-being of truckers are often overlooked, leading to a range of health issues that can affect their quality of life and job performance.

The project intent to provide both health and non-health services with a focus on overall wellbeing by adopting person-centered and resource-effective approach to deliver various disease screening, mental health services, NCD checkup and common sessional ailments. A major thrust of the project would be to support the truckers and allied population in addressing their life style disorders. Therefore, a comprehensive package of services like resting space, recreational services, gym, toilet and bathing facilities would be created which would be utilized by the project beneficiaries as per their free will. The intervention would be implemented in close coordination with public and private health setup in the district and state.

RESPONSIBILITIES:
Development of M&E Plan and MIS framework and guideline
  • Develop M&E Plan of the project
  • To develop MIS framework in consultation with different stakeholders involved
  • To develop appropriate M&E tools, checklists, MIS formats and guidelines to capture the indicators of M&E framework
  • To support the regional/state programme implementation teams to review the M&E framework and data collection tools
  • Develop dashboard to keep track of the programme progress
  • To periodically update and the guideline and MIS tools as per the changing need of the programme requirement
Meeting reporting requirement and donor compliances
  • To create the M&E Calendar and share this calendar with the regional/state M&E teams
  • To ensure implementation of relevant M & E tools and platforms, and provide M & E specific technical training, mentoring, and coaching to partners in the above mentioned States.
  • To ensure effective implementation and use of the monitoring MIS system at the implementation sites and districts through to measure programme quality against the established programme indicators
  • To monitor the data collection process through field visits and ensure data quality and provide technical support, as required
  • Support M&E team in designing and developing the Management Information System
  • To use the MIS to generate analytical reports to advise the Programme Implementation team and partners to enable better programme planning and decision making
Data Quality Assurance
  • To ensure the quality of data generated and maintained at the different levels of the project.
  • To carry out validation of data at the state and site level through to identify any gaps and errors
  • To ensure the resolution of gaps and errors in data in coordination with the implementation arrangement
  • Strengthen Project data management and quality improvement systems ensuring that data is audit worthy and readily available. Where problems exist, support the identification of solutions.
  • Carry out Onsite Data Verification Visit at periodic interval
Capacity Building
  • To ensure capacity building of the Implementation programme staff on M&E tools and formats and MIS framework
  • To build the capacity of Implementation programme staff on data collection, analysis, use of data reports for better planning and programme implementation
  • To build the capacity of the teams in analysing and using the collected data to promote decision based on evidence
  • To develop frameworks for Implementation level grading based on project performance
  • To ensure the compilation and documentation of case studies, innovations and best practices
  • Support M&E operations by collecting, compiling and analysing data meaningfully towards generating information products
  • To establish an inventory of reliable primary and secondary data of key statistics for the particular Region and States to support an effective implementation
  • To represent Plan India in professional meetings, conferences, technical advisory groups and seminars related to M&E at the Region

Willing to extend support to any other work assigned by Line Manager.

Basic Requirements:
  • Master’s Degree or higher in Public Health, Social Sciences, Economics, Statistics or other relevant discipline.
  • Minimum 8 -10 years working on monitoring, evaluation and research in the public health with progressively increasing responsibility.
  • Hands-on practical experience setting up and managing M&E systems for health development programs in India, and the ability to coach and train others in their use
  • Excellent, reporting writing, analytical and oral presentation skills
  • Required fluency in English and strong communication skills.
