Job summary

Rathinam College seeks a seasoned Lead - Finance, Grants & Compliance to oversee finance, grants, statutory compliance, audits, governance and financial planning for sustainable operations.

The role covers grant management, budgeting, CSR funding, PFMS operations and investor/reporting duties, with a focus on transparent financial governance.

Responsibilities

• Oversee government grants including AIM, MeitY, Startup India, MSME, BIRAC, DST and other funding agencies
• Maintain grant-wise accounting and project budgeting
• Prepare Utilization Certificates, Statements of Expenditure and financial reports
• Manage Startup India Seed Fund Scheme (SISFS) and track fund utilization
• Operate PFMS, process EAT modules and manage CNA, PFA & TSA transactions
• Handle CSR grants, prepare utilization reports and coordinate with CSR partners
• Lead audit functions including Statutory, Internal, Government and CSR audits; assist in annual budget, cash flow planning and project budgeting
• Oversee incubator operations support: vendor management, procurement compliance, board finance reports and investment committee support
• Manage banking activities: reconciliations, corpus fund management and payment gateway reconciliation

The Lead - Finance, Grants & Compliance will oversee finance, accounting, grant management, statutory compliance, audit, governance, and financial planning to ensure sustainable and compliant operations.

Key Responsibilities

• Manage all government grants including AIM, MeitY, Startup India, MSME, BIRAC, DST, and other funding agencies.
• Maintain grant-wise accounting and project budgeting.
• Prepare Utilization Certificates, Statements of Expenditure, and financial reports.

Startup Fund Management

• Manage Startup India Seed Fund Scheme (SISFS).
• Track startup-wise fund utilization.
• Monitor milestone-based disbursements.
• Maintain investment records.

PFMS Operations

• Operate and maintain PFMS.
• Process EAT modules.
• Manage CNA, PFA & TSA transactions.
• Ensure timely reconciliation.

CSR Finance

• Manage CSR grants.
• Prepare utilization reports.
• Coordinate with CSR partners.
• Maintain donor-wise fund accounting.

Audit & Governance

• Handle Statutory Audit.
• Internal Audit.
• Government Audit.
• CSR Audit.
• CAG/Departmental Audit whenever applicable.
• Annual Budget Preparation.
• Cash Flow Planning.
• Project Budgeting.
• Cost Optimisation.
• Financial Risk Analysis.

Incubator Operations Support

• Vendor Management.
• Procurement Compliance.

Banking

• Bank reconciliations.
