Responsibilities

  • Lead end-to-end HR functions for the college and attached hospital across teaching faculty, doctors, nursing and paramedical staff.
  • Ensure compliance with labour laws, POSH, EPF/ESI, payroll, and regulatory inspections.
  • Maintain faculty and staff records for inspections and accreditation needs (NABH, DCI/NDC).
  • Oversee joining formalities, induction, payroll inputs and service books in coordination with Accounts.
  • Drive annual appraisals, faculty development, grievance handling, and retention initiatives.
  • Draft and implement HR policies, service rules, and monthly HR MIS reports.

About the Institute

Uttaranchal Dental & Medical Research Institute (UDMRI), established in 2006, is a dental and allied health sciences institution in Dehradun, affiliated to Hemwati Nandan Bahuguna Uttarakhand Medical Education University. It offers BDS, MDS, BMLT and BMRIT programmes and runs a 100-bed on-campus hospital for clinical training and community healthcare.

Role Purpose

The HR Manager will lead the complete HR function for the college and its attached hospital, covering teaching faculty, doctors, nursing and paramedical staff, and administrative and support employees. The role ensures the institute always has qualified people in place as required by regulatory norms, stays compliant with labour laws, and builds a fair, engaged and professional workplace.

Key Responsibilities
1. Talent Acquisition & Faculty Planning
  • Prepare annual manpower plans for each department in line with DCI / National Dental Commission and university norms for sanctioned intake (BDS, MDS and allied courses).
  • Run end-to-end hiring for faculty (Professors, Readers, Senior Lecturers), resident doctors, nursing, paramedical, technical and administrative staff.
  • Verify teaching experience, degrees, council registrations and cadre eligibility before appointment.
  • Coordinate selection committees, interviews and demo lectures; issue offer and appointment letters.
2. Regulatory Compliance & Inspections
  • Maintain complete, up-to-date faculty and staff records for DCI/NDC, university and state inspections.
  • Monitor faculty attendance systems (including Aadhaar-enabled biometric attendance where mandated) and flag shortfalls in advance.
  • Ensure staffing ratios, faculty rosters and supporting documents meet prescribed standards.
  • Support hospital accreditation needs (e.g., NABH HR standards) such as credentialing and training records.
3. Statutory & Labour Law Compliance
  • Ensure compliance with applicable labour laws and Labour Codes, including EPF, ESI, gratuity, bonus, minimum wages and maternity benefit.
  • Constitute and support the Internal Committee under the POSH Act.
  • Liaise with labour department, PF/ESI offices, auditors and legal advisors; maintain statutory registers and filings.
4. HR Operations & Payroll
  • Manage joining formalities, induction, personnel files, service books and HRIS records.
  • Oversee attendance, leave, duty rosters and monthly payroll inputs in coordination with Accounts.
  • Administer increments, promotions, confirmations, contract renewals and full-and-final settlements.
5. Performance, Development & Employee Relations
  • Implement annual appraisals for faculty and non-teaching staff.
  • Coordinate faculty development programmes, CDE/CME sessions and patient-care training.
  • Handle grievances, disciplinary matters and domestic enquiries fairly and in line with service rules.
  • Drive engagement and retention; conduct exit interviews and analyse attrition.
6. Policy & Reporting
  • Draft and implement HR policies, service rules, code of conduct and SOPs.
  • Provide monthly MIS on headcount, vacancies, attrition, compliance status and HR costs to management.
