Job summary

The State of Oregon's Department of Consumer and Business Services is seeking an ePermitting Manager (Compliance & Regulatory Manager 2) to lead the Building Codes Division's ePermitting Services. You will direct staff, oversee a statewide electronic building permit system, and manage vendor contracts to support streamlined permitting.

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment. This is a management service position and is not represented by a union.

This position may be eligible for a hybrid work schedule once the incumbent has gained the proficiency to perform work independently. In order to meet the needs of the division, this position will work at least three (3) days per week in-office.

Here’s what you will do:

As the ePermitting Manager, you will direct and oversee the work of professional, technical and support staff in the ePermitting Services Section. Duties include, but are not limited to:

  • Direction, management, and delivery of a statewide electronic building permit system and other jurisdiction permitting service
  • Managing division resources directly focused in support of the Governor’s streamlining initiative and the division's mission of administering a uniform statewide building code
  • Managing multi-million dollar vendor contracts for ePermitting systems, software, and related services, as well as a set of interagency agreements establishing the division’s service delivery obligations to those agencies

Here’s what you need to qualify:
Minimum Qualifications:
  • Six years of supervision, management, or progressively related experience OR Three years of related experience and a bachelor’s degree in a related field
Requested Skills:
  • Extensive knowledge, skills, and experience in developing, administering and managing complex regulatory programs
  • Experience managing daily operational activities, with direct supervision of both administrative and technical staff
  • Skills in public speaking, analyzing and writing general, statistical, and technical reports
  • Experience navigating diverse interests with a variety of groups, including local building officials, manufacturers, construction industry professionals, developers, and building owners
  • Sound understanding of building code specialty programs and a sense for the impact of codes on economic development, industries, businesses, and professions in Oregon
  • Ability to apply theory and techniques to organizational settings
  • Ability to analyze laws and rules and apply them to situations
  • Knowledge of administrative and legislative processesExperience building relationships with a variety of stakeholders including local and state government officials
Additional information:

Per the Pay Equity Law passed in 2017, an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered. The assessment will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range. The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.

The successful candidate must have a valid driver's license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.

This position is subject to a fingerprint background check for any convictions directly related to its duties and responsibilities. Only job-related convictions will be considered and will not automatically disqualify the candidate.
