Location Buyer Procurement (Thermal Power Plant)

Reporting To: Head - Commercial

Purpose of the Role

This role exists to manage procurement, vendor relationships, and supply chain activities, ensuring efficient purchasing, contract management, and cost optimization. The incumbent should possess expertise in ARIBA, SAP ERP, engineering specifications, negotiation, and problem-solving to support smooth and uninterrupted plant operations.

Key Result Areas (Key Performance Indicators)

Procurement & Supply Chain Management

• Execute end-to-end procurement activities for direct plant materials.
• Handle procurement of Boiler & Turbine Generator (BTG) spares, Balance of Plant (BOP) equipment, Coal Handling Plant (CHP) components, and Ash Handling spares.
• Manage procurement and negotiation of capital equipment, machinery, and spares.
• Coordinate timely procurement of critical items, including urgent requirements.
• Analyse market trends and delivery systems to assess present and future material availability.
• Develop and implement purchasing and contract management policies, procedures, and instructions.
• Participate in the development of specifications for equipment, products, and substitute materials.

Vendor & Contract Management

• Manage vendor development, procurement, logistics, export, and import activities.
• Frame and manage contracts, including legal and commercial aspects.
• Review purchase order claims and contracts for conformance with company policies.
• Manage high-value service contracts such as:
  • Annual Maintenance Contracts (AMC)
  • Overhauling Contracts
  • Shutdown Jobs
  • Civil Works Contracts
• Coordinate with vendors and suppliers to ensure timely delivery and execution.

Commercial & Technical Responsibilities

• Prepare and process requisitions and purchase orders for supplies and equipment.
• Handle all commercial aspects of high-value purchases, including interactions with statutory authorities.
• Manage domestic procurement as well as import/export commercial activities.
• Possess sound knowledge of taxes applicable to indigenous and imported materials.
• Understand engineering drawings and engineering specifications of power plant equipment.
• Coordinate inspections and quality checks with external agencies and internal departments.

Systems & Compliance

• Strong knowledge of SAP ERP and ARIBA systems.
• Exposure to ERP platforms such as SAP and ARIBA.
• Prepare and maintain monthly MIS reports, ARIBA TAT reports, IMS, BCMS, Safety, and audit documentation.
• Support internal and external audits.
• Exposure to reverse auctions and Annual Rate Contracts (ARC).
• Ensure compliance with procurement processes, quality standards, and organizational policies.

Cost Optimization & Operational Excellence

• Exposure to Cost Control and Quality Assurance.
• Demonstrate strong business acumen and purchasing expertise.
• Drive negotiation strategies to achieve cost optimization and value creation.
