Project Background

PCI aims to support Bihar SRLM in transforming the livelihoods of Self-Help Group (SHG) women across Bihar through innovations, systems strengthening, capacity building & forging partnerships within the non-farm sector. This ambitious initiative will deploy a comprehensive strategy that operates across systemic & community level to ensure sustainable and scalable economic growth.

To ensure dedicated effort PCI would establish a Technical Support Unit (TSU), which will play a pivotal role in supporting the various initiatives. The TSU will provide technical assistance, ensuring that JEEViKA’s goals are met through specialized expertise and real-time solutions. This unit will work closely with stakeholders at all levels, from government departments to community organizations, embedding transformation teams within JEEViKA and other relevant departments. It will also focus on institutionalizing business solutioning tools, building network of partnerships for creating an ecosystem of business support for women owned/led enterprises.

Job Summary

The Data Manager will be a part of the WEE vertical at PCI and the professional will be responsible for data management, analysis, and ensuring data-driven solutions to optimize the program’s outcomes within the aforementioned project & across other programs within WEE vertical. The position involves overseeing data quality assessments, creating analytical reports, developing dashboards, and collaborating with government stakeholders to implement data solutions that enhance program performance. This role requires advanced skills in data management tools, data visualization, and leading cross-functional teams to deliver actionable insights.

Key Responsibilities
  • Data Management & Analysis
    • Lead the development and implementation of robust data management systems to track project progress and performance.
    • Ensure the integrity, accuracy, and consistency of large-scale datasets.
    • Conduct trend analysis and identify data anomalies, providing actionable insights to optimize program delivery.
    • Perform data quality assessments, including pattern and outlier analysis, ensuring clean and reliable data.
  • Design interactive, user-friendly dashboards for real-time performance monitoring and program delivery quality.
  • Generate high-quality, formal analytical reports for internal stakeholders, donors, and government officials.
  • Work closely with the project teams to generate customized reports based on stakeholder needs.
  • Stakeholder Engagement & Collaboration
    • Collaborate with government officials, program teams, and external stakeholders to define data requirements and design effective data solutions.
    • Present data insights and program updates at internal and external forums to foster informed decision-making.
    • Support field testing of monitoring tools and refine data collection processes based on feedback.
  • Training & Capacity Building
    • Train government staff and project teams on the use of data visualization tools and dashboards.
    • Enhance the data literacy of local teams to ensure data insights are effectively used for decision-making.
  • Technical Leadership
    • Provide technical leadership in the design, implementation, and optimization of data systems and tools.
    • Ensure the timely and accurate submission of reports to donors, government officials, and other internal stakeholders.
  • Skill and Competencies
    • Proficiency in data management tools such as SPSS, Python, R, and Excel.
    • Expertise in using tools like Power BI, Looker Studio, and Kobo.
    • Experience with tools like ODK and other field data collection systems.
    • Proven experience in engaging with government stakeholders and presenting data-driven insights clearly.
    • Strong analytical, problem-solving, and leadership skills with a focus on actionable insights for program improvement.
    • Experience managing data for government or development sector projects.
    • Familiarity with data science techniques and machine learning applications in the public sector.
    • Proficiency in advanced analytics tools like Tableau or Google Analytics.

Recruitment Process
