Job summary

Hill International, Inc. seeks an experienced HSE Lead for a Mumbai Metro Rail project. The role focuses on leading health, safety, and environmental efforts at sites across depots, stations, tunnels, and viaducts in Mumbai, India.

Qualifications

Responsibilities

• Lead and oversee all HSE activities across the Metro Rail Project in line with contractual requirements and regulations.
• Develop, implement, and monitor the Safety Management Plan, Emergency Response Plan, and Traffic Management Plan.
• Advise Client and PMC Team on safety strategies, risk mitigation, and improvements throughout project lifecycle.
• Review and approve Contractors' Safety Plans, RAMS, JHA, and emergency procedures.
• Conduct regular safety inspections, audits, and assessments of sites, depots, stations, tunnels, and facilities.
• Monitor contractor compliance with safety regulations and metro safety standards.
• Lead accident, incident, and near-miss investigations and ensure timely closure of corrective actions.

The scope of services includes Project Management works for Mumbai Project, based at Mumbai, India. Role extensively involves supporting client in review and supervision works.

Responsibilities

• Lead and oversee all Health, Safety, and Environment (HSE) activities across the Metro Rail Project in compliance with contractual requirements, statutory regulations, and international best practices.
• Develop, implement, and monitor the Project Safety Management Plan, Emergency Response Plan, Traffic Management Plan, and other safety-related procedures for the project.
• Advise the Client and PMC Team on safety strategies, policies, risk mitigation measures, and safety improvement initiatives throughout the project lifecycle.
• Review and approve Contractors' Health & Safety Plans, Risk Assessments, Method Statements (RAMS), Job Hazard Analyses (JHA), and emergency preparedness procedures.
• Conduct regular safety inspections, audits, and assessments of construction sites, depots, stations, viaducts, tunnels, and associated project facilities.
• Monitor contractors' compliance with applicable safety regulations, contract specifications, metro rail safety standards, and environmental requirements.
• Lead accident, incident, and near-miss investigations, identify root causes, recommend corrective actions, and ensure effective closure of observations.

Qualifications

• Minimum 15-20 years of experience in construction safety, with significant experience in Metro Rail, Railway, Infrastructure, Tunnel, Viaduct, Depot, or Transportation Projects.
• Experience in a Project Management Consultancy (PMC) role on major metro rail projects preferred.
• Thorough knowledge of Indian safety regulations, international HSE standards, and metro construction safety requirements.
• Professional certifications such as NEBOSH, IOSH, Diploma/Degree in Industrial Safety, CSP, ISO 45001 Lead Auditor, or equivalent shall be preferred.
