Job summary

RADISE International, LLC is seeking a proactive Bid Manager with 7–10 years of experience to own end-to-end proposal and tendering life cycles in India. You will identify and respond to RFPs from GeM, CPPPs, and corporate networks, aligning opportunities with SHM and Embedded IoT offerings.

Collaborate with US/India teams to convert complex testing methodologies into clear tender prose, ensuring strict compliance and timely submissions.

Qualifications

• 7–10 years in bid management for heavy civil infrastructure or IoT instrumentation.
• Experience writing responses for Structural Health Monitoring (SHM) or foundation engineering projects is highly preferable.
• Strong knowledge of Indian public procurement processes and compliance matrices.

Responsibilities

• Track, filter, and identify relevant RFPs and tenders on GeM Portal and CPPPs.
• Own the proposal creation lifecycle from RFP shredding to post-submission clarification rounds.
• Coordinate with technical leads and design teams to translate complex methods into tender prose.

Job Overview

We are seeking a highly proactive and competent Bid Manager with 7–10 years of experience to own our end-to-end proposal and tendering life cycle in India. The ideal candidate will identify, source, and write winning technical and commercial responses to RFPs from government websites like the GeM Portal, Central/State publicprocurement systems, and corporate aggregators.

• Experience: 7–10 years in bidmanagement for heavy civil infrastructure, IoT instrumentation, ortelemetry systems. Deep experience writing responses for StructuralHealth Monitoring (SHM) or foundation engineering projects is highlypreferable.

Requirements

Key Responsibilities

• Proactively track, filter, and identify relevant RFPs, EOIs,and global tenders published on the GeM Portal, state-levele-procurement boards, and private corporate aggregator networks.
• Target opportunities explicitly aligned with Smart Structurescore offerings, including Structural Health Monitoring (SHM), EmbeddedIoT Sensors, Smart Structures technology, InfrastructureDigital Twins, and automatic Data Acquisition Systems (DAQ).
• Conduct exhaustive compliance matrices and eligibilityscreening (Technical, Financial, and Legal criteria) to present concretego/no-go recommendations to management.

2. Proposal Orchestration & SolutionWriting

• Own the entire proposal creation life cycle from RFP shreddingto post-submission clarification rounds.
• Collaborate closely with our US and Indian technical leads,product engineers, and system design teams to convert complex structuraltesting methodologies (like Dynamic Load Testing or concrete maturitymetrics) into digestible tender prose.

3. Statutory Compliance &Stakeholder Relations

• Ensure 100% adherence to all evaluation parameters specified bygovernment clients, public sector undertakings (PSUs), and corporatecontractors.
• Secure and organize administrative documentation, includingmanufacturer authorization forms (MAFs), Earnest Money Deposits (EMD),Bank Guarantees (BG), safety compliance certs, and past execution logs.
• Coordinate with external partners, joint-venture affiliates, ortarget clients to fulfill eligibility gaps during multi-party biddingexercises.

Required Skills & Qualifications

Technical & Domain Expertise

• Deep understanding of civil infrastructure technology,structural instrumentation, telemetry networks, cloud computing datapipelines, and real-time sensor processing.
• Thorough familiarity with the operations of Indian publicinfrastructure segments (e.g., highway bridge expansions, metro lines,rail networks, deep foundation pilings, or mega-dam constructions).

Platform & Regulatory Familiarity

• Proven, hand-on mastery of the GeM Portal (bidding,reverse auctions, cataloging) and diverse Central Public ProcurementPortals (CPPP).
• Familiarity with tender frameworks governing engineeringrequirements, such as AASHTO or relevant Indian Road Congress (IRC) /Bureau of Indian Standards (BIS) codes.

Core Competencies & Soft Skills

• Exceptional presentation skills and written English literacy,capable of structuring professional executive summaries and complextech-specs under rigid deadlines.
• Agile project management mentality to handle multiple parallelbid timelines seamlessly.
• Education: Bachelor’s degree inCivil Engineering, Electronics & Instrumentation Engineering,Information Technology, or a related technical discipline.
