Swaniti Initiative in Jharkhand is seeking a Research Associate to support government policy design and program analysis. You will conduct need assessments, data analysis, and stakeholder consultations to improve scheme delivery and climate resilience.

You will work directly with district officials, prepare policy memos, and help reengineer schemes for better results. The role offers exposure to multiple government departments and field work across East Singhbhum.

Qualifications

  • Masters in Urban planning, Sustainable development, Planning and Architecture, Public Policy, Rural Development/Statistics, or Governance.
  • Minimum 2 years of work experience, with at least 1 year in climate change or fossil energy projects.
  • Excellent written and verbal communication for policy memos and project reports.
  • Legal background with development and climate change experience is preferred.

Responsibilities

  • Develop insights by field data collection and analysis to inform action plans.
  • Coordinate with District collectors’ office to support renewable technology programs.
  • Develop case studies and quality reports for internal use.
  • Collect data for impact indicators and assist administration in achieving targets.
  • Build relationships with NGOs and other stakeholders for program implementation.

Swaniti Initiative aims to strengthen public service delivery by working with state and local governments across South Asia with a strong focus on India. Our interventions have included strengthening scheme implementation by identifying current gaps and limitations, providing research support to Hon’ble Members of Parliament about best practices in moving forward, and developing data-technology tools that can back decision-making processes. With flagship initiatives like Supporting Parliamentarians in Analysis and Research in Constituencies (SPARC) and Leadership and Engagement Associate in District (LEAD), Swaniti has supported constituency development and district development planning in various parts of the country. At present, along with working with 200+ Hon'ble Members of Parliamentarians for policy making, are working as advisors to state governments to ensure the delivery of schemes to the last mile. Major verticals of our work are climate and sustainability, social protection, and livelihood.

Overview of the project:

Swaniti Initiative in collaboration with several civil society organizations will be providing technical Assistance to the Government of Jharkhand to mitigate the effects of climate change on the vulnerable sections. This is envisioned to be done by strengthening the existing schemes and programs the State implements that significantly contribute towards climate change mitigation. The larger vision of the program also looks at how to make Jharkhanda leading State in renewable energy production and consumption while helping the State transition gradually towards more green technology. This is in line with the sustainable development goal of making India a promoter of the use of clean and affordable energy.

Job Summary:

Swaniti Initiative is looking for an enthusiastic and curious professional, who is eager to contribute to the government system by providing research inputs and help reengineering the schemes and programs that contribute towards mitigating changing climatic conditions. The work will be focused around need assessment, situation analysis, data analysis, brainstorming with relevant stakeholders, and collaborating with the allied departments of the Government of Jharkhand. The associate may get an opportunity to make focused interventions at the district level by working directly with Deputy Collectors. The position provides a tremendous opportunity to get exposure to multiple domains while working with the allied departments of the government.

Roles and Responsibilities:
  • The Associate is expected to develop insights by collecting and analysing data from the field research and assist in formulating the corresponding strategy for the execution of the action plan regarding the aforementioned targets.
  • Coordinate with the District collectors’ office and support in the implementation of programmes related to renewable technology, green livelihood, etc, like PM KUSUM. etc
  • Develop case studies and high quality reports from the work to showcase it internally
  • Collect data for impact indicators on the program and support the administration in achieving the indicators as well
  • Build relationships with local catalysts- NGOs, CBOs, CSOs, GPOs, and other stakeholders, for program implementation. Act as a catalyst for the departments at the district level.
  • Work on presentations, proposals and other documentation/knowledge materials that may be requested from time to time.
Requirements
Qualifications Required:
  • Masters in subjects like Urban planning, Sustainable development, Planning and Architecture, Public Policy, Rural Development/Statistics, Public Policy and Governance, etc. Preferably from renowned institutes like IIM.
  • At Least 2 years of work experience with a minimum 1 year of prior working experience in integrated projects of mitigating issues of climate change/fossil energy etc
  • Excellent communication skills and writing abilities to draft policy memos, proposals project reports, etc.
  • Candidates with legal background with experience in development and climate change may also apply will be preferred
