Job summary

PACC Offshore Services Holdings Ltd. is seeking a dedicated HSSEQA professional to support C&I function and DPA/CSO, ensuring IMS compliance and audits are conducted across the fleet.

The role involves monitoring HSE plans, coordinating with shore and vessel teams, and assisting in annual ISM/ISPS exercises and external audits. A NEBOSH IGC or equivalent qualification plus internal auditor credentials are preferred.

Qualifications

  • STS: Minimum STCW II/2 CoC and 2 years sea time on offshore vessels.
  • NEBOSH IGC Level III or equivalent HSE certification.
  • Internal auditor certification for ISM/ISPS/ISO 9001/14001/45001.

Responsibilities

  • Support HSSEQA Superintendent C&I and DPA/CSO; assist with IMS audits and reports.
  • Monitor HSEQA plans, goals and ship/shore staff performance against targets.
  • Liaise with HSSEQA departments for external/internal audits and NCR follow-up.
  • Assist with ISM/ISPS, ISO audits and maintenance of HSE records across fleet.

Job description

Responsibilities
  • Reporting to HSSEQA Superintendent / DPA, CSO
  • Assistant to the HSSEQA Superintendent C&I
  • Designated as ADPA and ACSO for fleet of vessels under their care.
  • Assisting with the implementation of the company IMS through audits and reviewing monthly, weekly reports, other activities and reporting to HSSEQA Superintendent C&I.
  • Monitoring the HSEQA plan, annual goals and objectives and tracking the ship and shore staff to meet them. The objectives and targets are measurable where practicable and consistent with the company HSE policy.
  • Assisting DPA / HSSEQA Superintendent C&I in providing the essential link between the vessels and Senior Management ashore to ensure the Company’s Health, Safety, Environmental and other Policies are effective.
  • Assisting the HSSEQA Superintendent C&I in terms of matters related to general crewing such as policy, crewing manual, training requirements and etc.
  • Carrying on the tasks related to ISO (ISM Scope of work) 9001, 14001, 45001 and HACCP standards.
  • Preparing regular HSE performance reports to senior management, highlighting key metrics and areas of concern.
  • Monitoring the ABS NS (HSEQA) compliance and sharing feedback with the FMS team for improvement.
  • Assisting in the management of the risk assessments received from the fleet related to Critical work permit & HSEQA.
  • Participating & preparing the agenda for Office Management review meetings.
  • Assisting in organizing the annual ship-shore exercise ISM & ISPS.
  • Liaising with the GROUP HSSEQA departments with regard to arranging for external audits as required on Company vessels and ensuring follow-up and investigation of NCR’s and follow-up of Observations raised.
  • Liaising with the GROUP HSSEQA departments with regard to arranging for and conducting internal audits and ensuring follow-up and investigation of NCR’s and follow-up of Observations issued.
  • Participate and keep records of fleet Management visits.
  • Reporting any emergency shipboard situations to DPA / HSSEQA Superintendent C&I.
  • Tracking & controlling the investigations / Near Miss / Incidents / Accidents records onshore & Offshore.
  • Investigating and reporting on accidents, incidents and near-misses on Company vessels and disseminating lessons learned.
  • Reviewing & Responding to Shipboard HSE Committee meeting minutes, Emergency Drills & Shipboard training records received from the fleet. Any issues raised by the fleet to be advised to the DPA.
  • Keeping the records of emergency evacuation plan of vessels & office.
  • Carrying out pre-joining safety inductions for the ships staff & assisting in carrying out in-house safety training programs
  • Sharing security incidents in the industry with the SSP and crew to be used in the ISPS training.
  • Tracking the fleet SSP periodic review & SSAS test.
  • Participating in the offshore Safety Campaigns with HSEQA, OPS, CREWING, TECH teams across the fleet and maintaining records.
  • Tracking and arranging LSA/FFE annual services onboard all fleet Office/Warehouse and Reviewing Service reports, vendor quotations related to standard LSA & FFA, HSE services to follow up to issue the PO.
  • Assisting in evaluating the PPE quality and needs across offshore fleet & onshore staff.
  • Upkeep all HSSEQA Data in the HSSEQA databases.

Key Requirements
