We are seeking an experienced Transformation Business Analyst to support a major, multi-year organisational transformation programme within a large and complex public sector environment.
This is a significant transformation initiative involving change across operating models, organisational structures, workforce, governance, processes, capabilities and ways of working.
The Transformation Business Analyst will work across multiple programme workstreams, partnering with senior stakeholders, operational teams, programme leadership and subject matter experts to understand the current environment, define future‑state requirements and support the implementation of sustainable organisational change.
The role will have a strong focus on business process analysis, operating model design, organisational structures, governance, workforce and capability requirements, transformation planning and implementation.
The successful candidate will be comfortable working within a highly structured organisation, engaging with stakeholders at all levels and translating complex strategic objectives into clear business requirements, processes, options and actionable recommendations.
Key Responsibilities
Transformation Analysis
- Support the analysis and delivery of complex organisational transformation initiatives across multiple programme workstreams.
- Translate strategic transformation objectives into clear business requirements, actions and implementation activities.
- Analyse current organisational structures, processes, governance arrangements, roles and ways of working.
- Identify gaps, inefficiencies, duplication, constraints and opportunities for improvement.
- Support the definition of future‑state operating models, organisational structures and business processes.
- Assess the impact of proposed transformation initiatives across people, process, governance, technology and organisational capability.
- Conduct gap analysis between current‑state and target‑state operating environments.
- Develop clear options, recommendations and supporting analysis for programme and senior leadership.
- Ensure transformation requirements remain aligned with wider programme objectives and intended outcomes.
- Support the development and implementation of target operating models.
- Analyse organisational structures, functional responsibilities, reporting lines and interfaces between teams.
- Support the definition of future roles, responsibilities, decision rights and accountabilities.
- Identify areas where organisational structures or processes need to change to support the future operating model.
- Facilitate discussions around ownership, accountability and cross‑functional working.

Business Process Analysis & Redesign
- Lead the analysis and documentation of current‑state business processes.
- Facilitate the design of efficient and sustainable future‑state processes.
- Identify process bottlenecks, duplication, manual activity and unclear ownership.
- Develop process maps, workflows, business rules and supporting documentation.
- Challenge existing processes and assumptions where appropriate.
- Ensure proposed process changes align with wider organisational and transformation objectives.
- Assess dependencies between business processes, organisational structures, governance and enabling technology.
- Support implementation and embedding of redesigned processes.
Requirements Management
- Lead workshops, interviews and requirements‑gathering sessions with stakeholders across multiple functions.
- Gather, analyse, document and manage business and functional requirements.
- Translate complex business needs into clear, structured and actionable requirements.
- Identify and document assumptions, constraints, dependencies and risks.
- Maintain appropriate requirements traceability throughout the programme lifecycle.
- Support prioritisation of requirements based on strategic value, operational impact, risk and delivery feasibility.
- Ensure requirements are agreed with relevant stakeholders and aligned with target‑state design.
- Manage changes to requirements as transformation workstreams evolve.
Governance & Decision-Making
- Analyse existing governance, decision‑making and escalation structures.
- Support the design and implementation of future governance arrangements.
- Identify unclear accountabilities, duplicated governance or gaps in decision‑making processes.
- Support the definition of roles, responsibilities and decision rights across programme and operational structures.
- Develop governance process maps, responsibility matrices and supporting documentation.
- Ensure key requirements, decisions and approvals are clearly documented and auditable.
- Support formal programme governance, assurance and reporting activities.
- Prepare analysis and decision‑support materials for programme leadership where required.
Workforce & Capability Transformation
- Support analysis of workforce, skills and organisational capability requirements.
- Assess how proposed transformation initiatives impact roles, teams, responsibilities and capability needs.
- Support identification of current and future capability gaps.
- Work with stakeholders to define business requirements for new or enhanced organisational capabilities.
- Support workforce and organisational readiness assessments.
- Assist in identifying dependencies between workforce, process, governance and organisational design changes.
- Support implementation planning for changes impacting roles, structures and ways of working.
Implementation & Business Readiness
- Support the transition of transformation initiatives from design into implementation.
- Develop and maintain implementation requirements, dependencies and readiness criteria.
- Conduct business impact and readiness assessments across affected areas.
- Support development of transition plans, implementation roadmaps and phased delivery approaches.
- Work with programme and change teams to ensure affected stakeholders understand upcoming changes.
- Support validation and acceptance of new processes, operating models and organisational arrangements.
- Identify implementation risks, blockers and dependencies and support resolution.
- Gather feedback following implementation and identify opportunities for further improvement.

- Work effectively with subject matter experts to ensure transformation decisions are grounded in operational reality.
- Work closely with Programme Managers, Project Managers, Change Leads and subject matter experts.
- Support programme planning by identifying dependencies, risks, requirements and implementation considerations.
- Maintain clear documentation of decisions, requirements, risks, issues and dependencies.
- Provide concise updates on analysis activities, key findings and outstanding decisions.
- Support development of business cases, options papers, implementation plans and programme documentation.
- Contribute to programme assurance, readiness and governance activities.

- Proven experience as a Business Analyst working on large‑scale organisational or business transformation programmes.
- Strong experience supporting transformation involving changes to operating models, organisational structures, processes and governance.
- Strong current‑state and future‑state process analysis and redesign experience.
- Experience supporting target operating model or organisational design initiatives.
- Proven experience gathering, analysing and documenting complex business requirements.
- Experience conducting gap analysis, impact assessments and options analysis.
- Strong stakeholder management experience, including engagement with senior leadership.
- Experience operating within large, complex organisations with multiple stakeholder groups and competing priorities.
- Experience supporting the implementation of organisational change, rather than purely requirements gathering or solution design.
- Strong understanding of governance, accountability and decision‑making structures.
- Ability to translate strategic objectives into practical business requirements and delivery activities.
- Experience managing complex dependencies, requirements, risks and decisions.
