Job summary

Marks Sattin are seeking an experienced Procurement Professional to join a public sector body in Dublin on a 12-month fixed‑term contract. You will lead strategic procurement projects and advise on market analysis, tender processes and governance matters.

Role requires knowledge of public sector regulations, experience with eTenders, OJEU and strong stakeholder management. You will liaise with legal teams, coordinate tender stages and report to directors on procurement activities.

Qualifications

Knowledge of 2016 Public Sector Regulations and related guidelines.
Experience with eTenders and OJEU websites.
Excellent interpersonal and communication skills.
Ability to work on own initiative and lead a group.
Strong analytical ability and sound judgement.

Responsibilities

Advise on supply market analysis and conduct market consultations.
Manage procurement for tender competitions and clarifications.
Act as procurement advisor on project steering committees.
Draft tender and contract documentation with legal advisors.
Coordinate and chair dialogue with tenderers and evaluators.
Oversee contract execution with successful tenderers.
Prepare Regulation 84 reports for Director and CEO approval.
Issue Letters of Intent and Standstill letters; provide feedback to unsuccessful tenderers.
Draft board decision papers.
