Elite Talent Hub is recruiting a Senior Preconstruction Winning Engineering Lead to shape how major power and energy projects are constructed at tender and pre-construction stages. The role sits between delivery, engineering, planning, estimating and commercial, driving strategy and technical leadership across bids.

The candidate will guide methodologies, sequencing and buildability, coordinating with planning, estimating and commercial teams to ensure robust, well-costed proposals.

Qualifications

• Experience leading engineering strategy for major tenders.
• Strong background in power, energy, utilities or infrastructure.
• Proven ability to develop methodologies, sequencing and buildability.
• Experience in tendering or pre-construction phases.
• Excellent communication with internal teams and clients.

Responsibilities

• Lead the engineering and technical strategy for major project tenders.
• Develop construction methodologies, sequencing, access, logistics and delivery strategies.
• Carry out constructability and buildability reviews.
• Coordinate with planning, estimating and commercial teams for accurate programmes and costs.
• Identify technical risks and value-engineering opportunities.
• Prepare technical submissions, method statements and tender docs.
• Contribute to project programmes and cost plans.
• Participate in client presentations and tender meetings.
• Support design development and technical handover from tender to delivery.
• Assist mobilisation and early works post-award.
• Provide technical leadership to pre-construction engineers.
