Job summary

Fluor is seeking a Senior Procurement Manager in Dublin to lead procurement activities across large-scale infrastructure projects within a European context. You will manage PQQ/ITT processes, liaise with legal teams, and oversee the tender dialogue to ensure robust procurement outcomes.

The role requires a minimum of 10 years in procurement with 5+ years leading end-to-end activities, and experience with PPP/DBFOM contracts.

Qualifications

• 10 years in complex procurement with 5+ years leading activities end-to-end.
• Experience with PPP/DBFOM contracts.
• Knowledge of EU public procurement rules and construction procurement.

Covering major infrastructure and construction projects, across energy, natural resources, rail, and aviation.
**Principal Accountabilities:**
+ Support in the management of the development and production of the procurement documents for both the pre-qualification and selection stages of the procurement of the contract including liaising with the legal advisors.
+ Support in the management of the PQQ and ITT evaluation process including development of evaluator training material, and monitoring progress during the evaluation process.
+ Manage and co-ordinate the technical workstream of the tender dialogue during the tender phase including all necessary preparation for the tender dialogue.
**Experience:**
+ 10 years' experience in a complex procurement environment with at least 5 years' experience leading procurement activities across the project lifecycle through to procurement completion on a project of a similar scale / complexity
+ Experience in the procurement of PPP / DBFOM Contracts
+ Experience in procurement of European procurement directives, EU public/utilities civil, contract law and construction procurement as a client or for client bodies
**Qualifications:**
+ Degree in relevant subject area e.g., engineering, supply chain, procurement, quantity surveying, business, or related disciple
+ Masters in relevant field would be advantageous (or equivalent masters)
+ Chartered - desirable
