Job summary

Dillon Engineering Services in Dublin, Ireland seeks a Senior Contracts and Commercial Consultant to lead contract administration and commercial management on major tunnel and motorway projects.

You will support the Commission Manager, manage NEC4/PPP contract specifics, oversee payments, variations, and compliance across transport infrastructure with extensive stakeholder liaison and technical advisory duties.

Qualifications

• Minimum 10 years' post-graduate experience working on transport infrastructure projects.
• Minimum 5 years' experience working on tunnels covered by the Tunnel Safety Directive.
• Minimum 3 years' post-graduate experience overseeing and monitoring operations and maintenance activities within complex operational infrastructure.
• Strong experience in contract administration and commercial management.
• Practical experience with NEC4 and/or PPP contracts.
• Experience in cost management, payment assessment, variations, compensation events and commercial submissions.
• Strong understanding of operational infrastructure, maintenance and asset management.
• Excellent written and verbal communication skills.
• Strong stakeholder management and coordination skills.

Responsibilities

• Provide budget and cost management services, including cost estimation, payment verification and payment recommendations.
• Assess and verify Contractor payment applications, ensuring payments are properly due, represent value for money and are supported by auditable records.
• Conduct contract management and administration, performance monitoring and operational supervision.
• Review and provide advice on key contractual documentation and deliverables.
• Draft responses to formal contractual correspondence.
• Conduct periodic audits, site inspections, monitoring and compliance checks across operations, maintenance and asset management activities.
• Support contract-related decision-making and provide advice on contract administration matters.
• Support the development of tender documentation and Task Orders.
• Prepare and administer Task Orders, Compensation Events and variation notices.
• Evaluate commercial Contractor submissions, including Task Orders and Compensation Events.
• Provide ad hoc contractual and commercial advice relating to service provision.
• Provide technical advice and reporting relating to traffic data and traffic patterns.
• Act as the Authority's Representative for delegated functions where required.
• Provide technical advice and monitor compliance with Tunnel Safety Directive obligations across the national road tunnel network.
• Attend and review emergency exercises, including both live and tabletop exercises.
• Coordinate and liaise with Client, Contractor and internal multidisciplinary teams.
• Support the management and delivery of specialist technical services provided by the wider team.

Job Overview

We are seeking an experienced Senior Contracts & Commercial Consultant to join a multidisciplinary infrastructure team supporting major tunnel and motorway operations and maintenance contracts in Ireland.

The successful candidate will support the Commission Manager in the delivery of contract administration, commercial management, operational oversight, compliance and technical advisory services across complex transport infrastructure.

The role will involve significant interaction with contractor teams, internal technical specialists and key stakeholders, with a particular focus on NEC4 and PPP contract administration, commercial management and the oversight of operational infrastructure.

• Electrical / Electronic Engineering
• Candidates with qualifications or professional backgrounds in Quantity Surveying, Cost Management or
• Contract Management may also be considered.
