Job summary

Arcadis is seeking a Quantity Surveyor / Commercial Project Controls professional to support major capital and mission critical projects from our Cork or Dublin offices. You will contribute to cost management, procurement strategy, contract administration, change control and commercial reporting across the full lifecycle of complex programmes.

The role offers direct client exposure within a multidisciplinary EPCM environment and a clear path toward senior quantity surveying and project controls

Qualifications

• 3–8 years’ experience in quantity surveying, cost management, contract administration, procurement support, change control or commercial reporting.
• Experience within EPC/EPCM, PQS, contractor or engineering consultancy settings is advantageous.
• Willingness to travel to the UK or mainland Europe as required.
• Chartered status with SCSI and/or RICS advantageous with development support.
• Sector exposure in pharmaceutical, life sciences, data centres or mission critical projects would be beneficial.

Responsibilities

• Support cost plans, budget estimates, forecasts and cost reports across project phases.
• Assist with contract preparation, commercial reviews, tender analysis and award recommendations.
• Assist with interim valuations, progress measurement, variation assessment, change control, payment recommendations and final accounts.
• Prepare tender enquiry documents, bills of quantities, pricing schedules and commercial clarifications.
• Review contractor and supplier submissions and provide commercial input into procurement strategy and contract awards.
• Maintain historical cost data, benchmarks and project metrics for estimating and cost planning.

Quantity Surveyor / Project Controls Commercial Support

EPCM | Major Capital Projects | Client-Side Exposure

Based in our Cork or Dublin office.

Join an established EPCM organisation delivering complex capital and mission critical projects across Ireland, the UK and mainland Europe, with project values ranging from €500m to multi-billion-euro programmes. This opportunity is suited to a Quantity Surveyor or commercially focused Project Controls professional with 3–8 years’ experience who wants broader exposure beyond traditional package-level quantity surveying.

Working within Arcadis’ APM Advanced Process Manufacturing division, the role offers direct exposure to client teams, engineering disciplines, procurement specialists, project managers, and construction delivery teams across pharmaceutical, life sciences, microelectronics, data-centre and advanced manufacturing projects. It provides a strong platform to develop experience in cost management, procurement strategy, contract administration, change control, commercial reporting, and full lifecycle EPCM project delivery.

About the Opportunity

We are seeking a Quantity Surveyor / Commercial Project Controls professional with 3–8 years’ experience to support the successful delivery of major capital and mission critical projects. Reporting to the Estimating, Contracts & Procurement Manager, the role will provide cost management, procurement support, contract administration, change control and commercial reporting support across the full project lifecycle.

This is a strong opportunity for candidates from contractor, PQS, cost consultancy, engineering consultancy, project management consultancy, or client-side capital projects backgrounds who want to develop broader experience in procurement strategy, project controls, commercial governance, and full lifecycle capital project delivery.

Key Responsibilities

The role sits within the Project Controls Team, supporting multidisciplinary engineering, procurement, construction and client teams with robust cost and commercial management throughout the project lifecycle.

Key responsibilities include:

Cost & Contract Management

• Support the preparation and management of cost plans, budget estimates, forecasts, and cost reports across project phases, from concept development through to commissioning and close‑out.
• Support contract preparation, commercial reviews, tender analysis and award recommendations for construction, equipment, services and specialist trade packages.
• Assist with contract administration, including interim valuations, progress measurement, variation assessment, change control, payment recommendations, commercial reporting, and final account support.
• Prepare tender enquiry documentation, bills of quantities, pricing schedules and commercial clarifications to support competitive contractor and vendor procurement.
• Review contractor and supplier submissions, support bid evaluations, and provide commercial input into procurement strategy, tender recommendation and contract award processes.
• Develop, maintain and apply historical cost data, benchmarks and key project metrics to support estimating, cost planning and continuous improvement across future projects.

The successful candidate will support projects within the Pharmaceutical, Food, Chemical, Heavy Industrial and mission critical sectors, including data centres, microelectronics, advanced manufacturing and other high‑reliability facilities, with involvement across the following project phases:

• Conceptual Studies
• Detail Engineering & Procurement
• Construction
• Close Out & Handover

Candidate Profile, Experience & Skills

• Degree‑qualified in Quantity Surveying, Construction Economics or a related commercial discipline.
• 3–8 years’ experience in quantity surveying, cost management, contract administration, procurement support, change control or commercial reporting within consultancy, contractor, client‑side or complex capital project environments.
• Experience within EPC/EPCM, PQS, contractor or engineering consultancy settings would be looked on favourably.
• Sector exposure in pharmaceutical, life sciences, datacentre, microelectronics, advanced manufacturing or other mission critical projects would be beneficial; strong commercial experience on complex capital projects in other sectors will also be considered.
• Working towards or having attained chartered status with the SCSI and/or RICS would be advantageous, with support available for continued professional development.
• Willingness to undertake occasional travel to the UK or mainland Europe as required to support project delivery, client engagement or site‑based activities.

Technical Skills

• Good working knowledge of cost management and project controls tools, including Excel, Word and PowerPoint; experience with CostX, BuildSoft, MS Project or Visio would be advantageous.
• Experience with procurement, scheduling, change management and earned value or progress measurement processes would be advantageous.
