Job summary

Barden | B Corp in Dublin is seeking a Programme Manager to own end-to-end outsourcing procurement and transition for a major public sector service centre project. The role demands strategy, RFT drafting, contract design, and a seamless transition plan for the winning provider.

You will work with a transformation director and the chief executive, shaping the procurement to accommodate a large platform replacement while ensuring governance and value for money.

Qualifications

• Track record running complex outsourcing procurements end to end.
• Real Irish public procurement experience: OGP frameworks, RFT drafting, evaluation.
• Knowledge of outsourced service centre and BPO market in Ireland.
• Ability to design SLAs, service credits and commercial models.
• Transition experience between providers; liaison with exec leadership.

Responsibilities

• Lead end-to-end outsourcing procurement strategy and execution.
• Draft RFTs and manage the competitive process under public procurement rules.
• Define vendor strategy (single or multiple vendors) and pricing model.
• Plan and lead transition to winning provider with minimal disruption.

Programme Manager - Outsourced Service Centre Procurement & Transition

12-18 month contract | Dublin (hybrid)

An Irish public sector organisation is re-tendering its outsourced customer service centre. The current arrangement has been in place with a single provider for a long time. A major platform replacement is landing underneath the service, and the competition runs under Irish public procurement rules.

They need someone to lead it end to end.

This is not a delivery PMO role. You will own the procurement strategy and then execute it:

• Single vendor or multi-vendor, and the commercial and pricing model to go with it
• Service levels, service credits, incentivisation, and contract length
• Enough flexibility built into the contract to absorb what the new platform changes
• Drafting the RFT and running the competition, with a process that stands up to scrutiny on incumbent bias
• Planning and leading the transition to whoever wins, without a dropped call

Market analysis is already complete. You pick this up at the strategy stage and carry it through to transition.

You will work directly with a transformation director and the chief executive.

What this needs:

• SLA, service credit, and commercial model design

Public sector or semi-State background, contact centre operations exposure, and large-scale platform transformation experience are all advantages.
