Job summary

Uisce Éireann in Cork is seeking a Portfolio Analyst to support the development and management of Ireland’s investment portfolio. You will balance financeability, risk, and delivery through rigorous analysis and stakeholder collaboration across the organisation.

The role involves developing investment plans, generating insightful reporting, updating Copperleaf data, and contributing to strategic funding decisions to enable delivery of capital works and safety objectives.

Qualifications

• 3+ years' experience in asset investment, portfolio management or related field.
• Experience with investment portfolio analysis and reporting.
• Proven ability to balance risk and return in investment decisions.
• Strong data analysis and stakeholder communication skills.
• Experience with process improvement and cross-functional collaboration/designed solutions.

Responsibilities

• Support Investment Portfolio Management in developing Investment and Strategic Funding Plans across Irish Water.

The Role:

The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland’s infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann’s Capital Works pipeline. The function plays a key role in promoting collaboration and co-ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann.

The Asset Investment team is accountable for developing and managing Uisce Eireann’s investment portfolio in line with business objectives and long-term strategies. The function is required to develop and manage the investment portfolio to ensure the investment portfolio is optimised against business constraints. They also support the business in achieving its required business outcomes, including information requirements and conducting post investment reviews for capital investments.

Reporting to the Portfolio Planning Lead, The Portfolio Analyst is responsible for supporting the development of investment portfolio against business needs and constraints to ensure financeability, balance of risk, and efficient delivery. The role holder will perform analysis to enable effective decision-making to balance competing expectations for asset investment. And will assist with the development and performance reporting across a diverse portfolio and will need to work in a collaborative team environment.

Main Duties and Responsibilities

• Support the Investment Portfolio Management team in the development of Investment and Strategic Funding Plans, ensuring consistency in investment planning across Irish Water.
• Conduct prioritisation analysis of Investment portfolios including phasing of investment programmes, assessing the impact of scheduling/phasing options on financeability, balance of risk, and efficient delivery against business constraints and targets.
• Responsible for ensuring compliance with UÉ investment processes for portfolio governance & change management & capital investment approval
• Responsible for updating of system information (e.g. Copperleaf) and data to support Investment Planning
• Conduct analysis on the alignment between current and proposed investment programmes against long-term strategic plans.
• Provide reports and insights by collating investment information including financial and non-financial for various regulatory and business submissions.
• Review selected Investment Plan information and conduct analysis of trends and data to identify and elevate any issues, problems or risks which may affect the investment portfolio.
• Verify that budgets are robust, that risks are quantified and managed and that project outcomes are likely to be achieved
• Work with others to ensure timely and defensible investment decisions are made by supporting the management and measurement of progress on the investment portfolio against agreed baselines.
• Responsible for supporting the setting up and management of reporting design, dashboards and standards for the provision of relevant information on the investment portfolio to enable effective strategic decisions and management of investment portfolio.
• Contribute to setting the objectives and targets for Investment and Strategic Funding Plans

General Duties and Responsibilities

• Collaboration with key internal stakeholders across the UÉ business
• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
• Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
• Other duties as required

Knowledge, Skills and Experience

• Relevant third level qualification and or accreditation is desirable
• A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
• Experience auditing ISO management systems (e.g. Asset Management, Quality)with data analysis, Project Management or business process design desirable
• Ability to develop effective partnerships with a wide range of stakeholders and ability to look for and listen to diverse perspectives.
• Proven track record in resolving complex issues, along with the ability to communicate information to others.
• Strong background in upholding organisational values through decision-making and constructive actions
• Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
• Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
• Ability to proactively identify new areas of improvement and implement new ways to do things.
• Experience in taking ownership of safety responsibilities and contributing to continuous improvement initiatives.
