Job summary

The Role:

The Asset Operations function forms the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operations function has responsibility for operational and maintenance strategy, policies, planning and standard operating procedures for Water and Wastewater operations both nationally and regionally, ensuring that value for money and customer service is delivered.

The Operations Support Team has responsibility for providing and managing effective business infrastructure and processes at a national level to support operational activities at site level. The Head of Operations Support will ensure that robust end-to-end work planning and workflow systems are consistently implemented across the Asset Operations functions, with efficient operational linkages right across all of the corporate functions of Uisce Éireann. The role-holder will also have responsibility for coordination of Innovation, Change and Improvement across the Asset Operations functions, working in coordination with Uisce Éireann Transformation, Continuous Improvement and Innovation Teams and Functions.The Operational Commercial and Contract Management area is responsible for providing a range of related services supporting operational contract management and driving operational performance.

Reporting to the Compliance Technical Lead, the Operational Commercial Analyst will supportthe Commercial & Efficiencies team in ensuring thatUisce Éireann Asset Operations is realising optimum effectiveness and efficiency from its commercial and contractual arrangements with its suppliers and contractors whilst maintaining full compliance with company procedures and governance processes.

Main Duties and Responsibilities:

• Responsible for leading various work packages within the Commercial and Efficiencies team such as monitoring financial performance, delivering efficiencies, understanding the OPEX impact of the Capital Investment Plan, P2P issues, etc.
• Responsible for delivering reporting and process improvements as part of the Uisce Éireann strategy to developing a better understanding of contract and material costs and developing the tools to be able to predict when and why cost changes occur and to understand the OPEX impact of the UÉ Capital Investment Plan, i.e. what influences them and how we can take action to reduce costs e.g. overheads, materials, inflation and delivering consistent and reliable cost predictions.
• Responsible for playing a key role in identifying, developing and implementing efficiency initiatives across Asset Operations through providing commercial oversight and analysis.
• As part of the overall Operational Commercial and Efficiencies team, contribute to implementing the agreed strategy in building an operational commercial and compliance centre of excellence.
• Proactively identify improvement initiatives to achieve sustained reductions in the value of supplier payments on hold and development of improved P2P processes.
• Responsibility for ensuring all relevant commercial information is accurately recorded and promptly reported for audit purposes using the appropriate technology systems provided.
• Contribute to the development of business improvement processes/procedures as required.
• Responsible for liaising with Asset Operations teams, and other functions as required, to deliver the effective commercial governance of all Asset Operations activities and spend profiles.
• Analysis of spend data to ensure Asset Operations on-going compliance with LVPC policies and associated spend.
• Attend and contribute to stakeholder meetings as required.
• Raise risks and issues as appropriate to the Compliance Technical Lead.
• Responsible for carrying out any other duties deemed necessary and/or required, which the Compliance Technical Lead may reasonably request.

General Duties and Responsibilities

• Collaboration with key internal stakeholders across the UÉ business, including but not limited to; Asset Operations, Finance, Supply Chain.
• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
• Conduct duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
• Other duties as required.

Knowledge, Skills and Experience:

• Relevantthird level qualification in Finance, Business, Supply Chain Management, Finance, Contract/Commercial Management or a related field.
• 3-5 years’ experience working in a commercial/compliance environment ideally in water services or similar utility
• Relevant experience in the water industry or similar utilities would be desirable.
• Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally.
• Strong analytical skills and ability to identify and analyse problems and potential improvements and propose and implement solutions.
• Strong IT skills including proficiency in Microsoft Office, PowerPoint Presentations, Excel Power BI.
• Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.
• Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
