Job summary

Uisce Éireann is seeking an Operational Assurance Analyst within Asset Operations. You will drive risk management, compliance, and safety oversight across national activities, supporting project evaluation and continuous improvement.

The Role:

The Asset Operations functions form the cornerstone of service delivery to customers, protecting the environment and meeting regulatory standards as well as managing the majority of operational expenditure. The Asset Operational Control Function has responsibility for developing, implementing, and managing the activities of key technical teams and infrastructure, which provide expertise and excellence on a national basis in collaboration with, and complementary to, the Regional and Local delivery of routine front-line water and wastewater services.

The Operational Assurance team are responsible for focusing on all aspects of operational risk management and compliance across Asset Operations. The team will manage and report on all aspects and types of risk and procedural compliance, including ensuring that processes are in place to mitigate against risk, and to ensure safe and efficient continuity of all business systems. T the Operational Assurance Technical Analyst reports to the Operational Assurance Manager and full duties and responsibilities are outlined below.

Main Duties and Responsibilities:

• Deliver the agreed overall Operational Assurance process for Asset Operations, ensuring alignment of methods and standards to company risk, procedural compliance & safety management policies
• Analyse risk, procedural compliance data and safety assessments, to identify, describe and estimate the affect on the business
• Complete necessary assurance reports on an on-going basis
• Provide operational assurance expertise and decision support tools to Uisce Éireann to assist in evaluating projects and investment proposals
• Keep up to date with legislation and leading practice
• Support the development of the Business Continuity Strategy for Uisce Éireann
• Seek opportunities for continuous improvement to the existing operational assurance processes and reporting structures.
• Participate in ongoing operational assurance projects as required.
• Contribute to the development of new policies and procedures within this business area and/or areas that rely on this technical specialism
• Maintain an operational assurance sharepoint site, to ensure up to date, accurate information (e.g. all risk & procedural compliance reports (AO & ERM) are available to employees at all times
• Lead ongoing reviews of risk, procedural compliance & safety plans, procedures and systems
• Work to all policies, processes and procedures to support the delivery of an operational assurance team

General Duties and Responsibilities

• Collaboration with key internal stakeholders across the UÉ business
• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
• Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
• Analyse risk, procedural compliance and safety data to support report development
• Develop, maintain and analyse risk, procedural compliance and safety reports
• Other duties as required.

Knowledge, Skills and Experience:

• Demonstrable experience in Risk, Procedural Compliance & Safety Management is desirable.
• Relevantthird level qualification and or accreditation is desirable and or relevant experience.
• A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience.
• Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally.
• Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others.
• Proven track record in report development using enterprise systems such as Power Bi.
• Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team.
• Strong analytical skills and ability to identify and analyse problems and potential improvements and propose and implement solutions.
• Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
• Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.

Successful external candidates will be offered a salary within the advertised range based on an assessment of their relevant skills, qualifications, experience and readiness to undertake the responsibilities of the role.

Internal candidates will be considered in line with the application of Uisce Éireann's Pay Model and associated pay policies.
