Background to development of an Irish Dementia Registry
Dementia is a syndrome characterised by progressive cognitive impairment leading to loss in functional abilities and, in many cases, behavioural and psychological symptoms. Dementia is not a normal part of the ageing process; however, age is a major non-modifiable risk factors for developing dementia. In 2024, the Central Statistics Office (CSO) highlighted that the number of people aged 65 years and over in Ireland is estimated to have increased by more than 40% in the past 10 years, from 569,000 people in 2013 to 806,000 people in 2023. The CSO also estimates that the number of people 65 years and older is expected to double to 1.6 million by 2051. In Ireland, it is currently estimated that 64,000 people are living with dementia. It is expected, if current trends continue that the incidence of dementia will increase to 150,000 people by 2045. The number of people living with prodromal/pre-dementia states is much higher than this (likely two to three times this number based on epidemiological estimates).
Ireland currently lacks a systematic approach to the collection and analysis of dementia data. Many countries have recognised the vital role that dementia information systems have in the development of health and social care services, and in ensuring equitable, timely access to appropriate care. National Dementia Services identified a Dementia Registry as a key enabler of improved dementia care in Ireland. Development has been outlined as a ministerial priority for 2025. Through the HSE National Service Plan 2025, funding was provided to develop the Irish Dementia Registry (IDR).
Job purpose
This role sits within the Audit Management team in NOCA and reports to the Head of Audit Management. During the development phase of the IDR, the appointed Registry Manager will be assigned to the Audit Development function and will be integrated into the Audit Management team where they can observe work of ongoing audits/ registries and gain practical experience from established projects. Responsibility for the operational delivery of the IDR development programme rests within Audit Development. The Registry Manager will coordinate the development and lead the implementation of the IDR and its ongoing management. The post holder will work collaboratively with clinical leaders, data specialists, information governance experts, technical partners, patient representatives and healthcare providers to ensure that the IDR is developed to agreed standards and deliver meaningful quality improvement. The role and person profiles are an outline of the tasks, responsibilities and outcomes required of the role. The jobholder will carry out any other duties as may be required by their line manager.
Job Responsibilities
Registry Development
- Coordinate the establishment and lead the implementation of new national registry programmes.
- Support the registry quality improvement aims, objectives, scope, measures and phased delivery plans.
- Support the development of datasets, quality indicators and reporting requirements.
- Contribute to the development of data collection processes, data quality procedures and user documentation.
- Participate in the review and approval of registry requirements before progression to system design and implementation stages.
- Contribute to identifying ethical, legal and operational requirements associated with registry development.
- Coordinate a comprehensive stakeholder assessment, engagement and planning process, to ensure engagement with stakeholders at the right time throughout the project.
- Build and maintain productive relationships with clinical leaders, healthcare providers, professional bodies, patient and public interest (PPI)representatives and system partners.
- Support dissemination of project updates and outcomes at both internal and external meetings.
Data
- Work closely with internal and external colleagues to ensure data quality standards.
- Involve relevant stakeholders including PPI representatives to ensure that data collection will meet their needs and drive health service improvement.
- Seek opportunities for international benchmarking.
Project Management
- Support successful delivery of project tasks to agreed timelines and standards.
- Governance
- Support establishment and operation of project working groups and governance committees required to deliver project objectives.
- Ensure public and patient involvement is incorporated throughout development activities.
Information Governance
- Support the development of information governance frameworks, including operational documentation, training materials and privacy-related requirements.
- Work collaboratively with information governance specialists to ensure compliance with legislative and organisational requirements.
Testing, Deployment and Implementation
- Support planning and execution of system testing, user acceptance testing and implementation activities.
- Contribute to development of test scripts, test cases and user feedback processes.
- Lead deployment planning, training programmes and onboarding of users.
- Provide support to participating sites during implementation and early adoption phases.
- Capture and communicate user feedback to support system improvement.
Evaluation and Transition to Business as Usual
- Support audit/ registry validity, reliability, feasibility and user experience following implementation.
- Support the identification of enhancements and future development opportunities.
- Support project evaluation reports, including lessons learned and recommendations.
- Lead transition of project from development into routine registry management and operational delivery.
Registry Management
- Day to day registry support and management tasks.
- Work with the registry clinical leads.
- Manage and coordinate the registry governance committee meetings.
- Support and collaborate with hospital / health service-based coordinators.
- Deliver annual workshops for the health service coordinators and/or clinical leads.
- Develop training and education materials for registry.
- Support health service providers with data quality and data validation reports.
- Support quality improvement initiatives from the registry.
- Manage day to day hospital queries related to the registry.
- Monitoring and escalation of data quality or health service provider performance issues.
- Preparation of reports including planning, writing, design and analysis of data for reports- including the national report, summary report, quarterly reports, data access requests and research requests.
- Oversight of the implementation of the registry to new health service providers.
- Support ongoing developments in the registry.
- Support ongoing research.
- Knowledge and compliance of HIQA standards.
- Membership on relevant committees related to the registry.
- Line manager and mentor for assistant registry manager.
Standard NOCA responsibilities
- Compliance to standards and policies in the NOCA Quality Management System.
- Maintain professional standards in relation to confidentiality, ethics and legislation.
- Contribute to team operational and strategic activities as required.
