Job summary

Cpl is seeking an experienced Health & Safety Manager in Ireland to lead the development, implementation and ongoing management of the company’s Health & Safety function across construction sites and retrofit projects.

You will develop robust H&S policies, risk management processes and training programmes while ensuring compliance with Irish legislation and SEAI requirements, driving a proactive safety culture throughout the organisation.

Qualifications

  • QQI Level 8 or higher qualification in Occupational Health & Safety or related discipline.
  • Minimum 5 years’ Health & Safety experience within the construction industry, ideally at a senior level.
  • Experience in developing and implementing Health & Safety Management Systems, policies and procedures.
  • Strong knowledge of Irish Health & Safety legislation and construction safety practices.
  • Experience in risk assessments, audits, inspections, incident investigation and corrective action management.
  • Experience developing and monitoring H&S KPIs and continuous improvement programmes.
  • Strong leadership, communication and influencing skills with the ability to engage with stakeholders at all levels.
  • Excellent organisational, reporting and documentation skills with strong attention to detail.
  • Practical, proactive and solutions-focused approach to Health & Safety.
  • Ability to work collaboratively with management, site teams, contractors and external stakeholders.
  • Full driving licence and willingness to travel to company sites as required.
  • Fluent English, both written and verbal.

Responsibilities

  • Lead the development and implementation of the company’s Health & Safety strategy, objectives and improvement programmes.
  • Develop, implement and maintain an effective Health & Safety Management System across the business, offices, construction sites and retrofit projects.
  • Work closely with senior management, project managers, operational teams and site personnel to embed Health & Safety into day-to-day operations and project delivery.
  • Develop, review and maintain the Safety Statement, H&S policies, procedures, guidelines and associated documentation.
  • Establish and manage robust risk assessment and risk management processes, ensuring risks are identified, controlled, communicated and regularly reviewed.
  • Provide expert Health & Safety advice and guidance to management, employees, contractors and subcontractors, challenging unsafe practices where required.
  • Conduct and coordinate site inspections, audits, workplace assessments and accident/incident investigations, including root-cause analysis and corrective actions.
  • Develop and monitor H&S KPIs and performance measures, providing regular reports and recommendations to management.
  • Manage contractor and subcontractor H&S processes, including pre-qualification, competency checks, inductions, monitoring and performance reviews.
  • Work with project and operational teams to ensure appropriate H&S controls are incorporated into the planning and delivery of construction and retrofit works.
  • Develop and implement SOPs, method statements and safe systems of work for relevant construction and retrofit activities.
  • Provide oversight of safety-critical activities including working at height, scaffolding, lifting operations, electrical works, fire safety, access and egress, asbestos-related risks and emergency preparedness.
  • Ensure appropriate controls are in place when working on customer premises, including protection of occupants, third parties and other contractors.
  • Support the management of H&S risks associated with insulation, electrical installations, heating systems, heat pumps, solar PV, battery systems and other retrofit technologies.
  • Develop and coordinate H&S training and competency programmes for employees, contractors and competent persons.
  • Support the appointment and ongoing development of competent persons for safety-critical activities.
  • Develop, maintain and test emergency response and evacuation procedures, including emergency drills.
  • Support safety committees and employee engagement initiatives, promoting proactive reporting of hazards, near misses and safety concerns.
  • Maintain up-to-date knowledge of Irish H&S legislation, regulations, SEAI requirements and industry best practice.
  • Support compliance with relevant SEAI One Stop Shop H&S, quality, contractor management and project-delivery requirements.
  • Liaise with relevant external bodies, including the HSA, SEAI, insurers, auditors, contractors and other stakeholders as required.
  • Maintain effective systems for recording, investigating and managing incidents, accidents, near misses, hazards and corrective actions.
  • Promote a positive, proactive and engagement-driven Health & Safety culture throughout the organisation.

The Role

We are seeking an experienced Health & Safety Manager to lead the development, implementation and ongoing management of the company’s Health & Safety function.

The successful candidate will develop and maintain a robust Health & Safety Management System, policies, procedures, risk management processes and training programmes, while providing expert guidance and support to management, project teams, employees, contractors and subcontractors.
