Job summary

Ashgrove Renewables in Ireland seeks a Health & Safety Manager to lead the development, implementation and ongoing management of the company's H&S function across projects and offices.

You will build the H&S Management System, policy framework and training, ensure compliance with Irish legislation, drive a proactive safety culture and report on KPIs to management.

The Role:

Health & Safety Manager will lead the development, implementation and ongoing management of the company’s Health & Safety function, ensuring a robust, proactive and continuously improving approach to safety across the business and its projects.

The successful applicant will develop and embed the company’s Health & Safety Management System, policies, procedures, risk management processes and training programmes, while providing expert guidance, leadership and support to management and site teams.

The successful applicant will lead and support the organisation in maintaining compliance with applicable Irish Health & Safety legislation, including the Safety, Health and Welfare at Work Act 2005, the Safety, Health and Welfare at Work (Construction) Regulations 2013–2021 and the Safety, Health and Welfare at Work (General Application) Regulations 2007, as amended. The role will also drive continuous improvement, accountability and the development of a strong, proactive safety culture across the company.

Key Responsibilities:

• Lead the development and implementation of the company’s Health & Safety strategy, establishing clear objectives, targets and improvement programmes aligned with business, operational and SEAI One Stop Shop requirements.
• Develop, implement and maintain a robust Health & Safety Management System across the business, retrofit projects and operational activities, ensuring it is practical, effective, consistently applied and subject to continuous improvement.
• Work closely with the Management Team, retrofit operations, project managers and site teams to establish clear Health & Safety objectives, responsibilities and accountabilities, embedding Health & Safety into day-to-day operations and project delivery.
• Develop, review and maintain the company’s Safety Statement, Health & Safety policies, procedures, protocols, guidelines (PPPGs) and associated documentation, ensuring they remain current, legally compliant and aligned with applicable SEAI requirements and company standards.
• Establish and manage robust risk assessment and risk management processes across offices, construction sites and domestic and commercial retrofit projects, ensuring risks are identified, assessed, controlled, communicated and regularly reviewed, with corrective and improvement actions monitored through to completion.
• Provide expert Health & Safety guidance, advice and support to management, project managers, site teams, team leaders, employees, contractors and subcontractors, while constructively challenging unsafe practices and supporting all parties in fulfilling their Health & Safety responsibilities.
• Lead proactive Health & Safety initiatives and process enhancements aimed at reducing risk, preventing incidents and continually improving safety performance across the company and its varied projects.
• Conduct and/or co-ordinate site inspections, audits, workplace assessments and incident/accident investigations, including root-cause analysis, corrective actions and preventative measures, ensuring findings and actions are effectively managed through to closure.
• Develop and monitor Health & Safety KPIs and performance measures, producing regular reports for management and making recommendations for improvement, including trends in incidents, near misses, inspections, audits, corrective actions and contractor performance.
• Establish and maintain effective contractor and subcontractor management processes, including contractor pre-qualification, competency verification, induction, monitoring and performance review, ensuring appropriate Health & Safety standards are maintained throughout the retrofit supply chain.
• Work closely with retrofit and project management teams to ensure appropriate Health & Safety controls are incorporated into the planning, design, coordination and delivery of retrofit works, taking account of the risks associated with domestic and commercial properties, occupied premises, vulnerable occupants, multiple trades and live work environments.
• Liaise with operational and technical management to develop and implement appropriate SOPs, method statements and safe systems of work covering relevant retrofit and construction activities, ensuring they reflect identified risks, applicable legislation, SEAI requirements and industry best practice.
• Provide oversight of safety-critical activities associated with retrofit and construction works, including working at height, scaffolding, ladders, lifting operations, temporary works, electrical works, access and egress, permits, fire safety, asbestos-related risks and emergency preparedness, where applicable.
• Ensure appropriate controls are established for work carried out on site or client premises, including segregation of work areas, protection of occupants and third parties, access arrangements, communication of risks and management of interfaces between contractors and clients.
• Support the effective management of Health & Safety risks associated with energy-efficiency and retrofit measures, including insulation, electrical installations, heating systems, heat pumps, solar PV, battery systems and other technologies or construction activities undertaken as part of the company’s services, as applicable.
• Develop and co-ordinate Health & Safety training and competency programmes, working with the existing training function to ensure employees, contractors and competent persons have the knowledge, skills and training required to carry out their roles safely and in accordance with applicable legislative, contractual and SEAI requirements.
• Support the identification, appointment and ongoing development of competent persons for key safety-related activities, ensuring appropriate levels of Health & Safety competence are maintained across the organisation and contractor network.
• Develop, maintain and periodically test emergency response and evacuation procedures, including the planning, coordination and review of emergency drills, with appropriate arrangements for offices, worksites and occupied premises.
• Establish and support site safety committees and employee engagement initiatives, promoting meaningful employee consultation and participation in Health & Safety and encouraging a proactive reporting culture, including the reporting of hazards, near misses and safety concerns.
• Maintain up-to-date knowledge of Irish Health & Safety legislation, regulations, SEAI requirements and relevant industry best practice, ensuring legislative, regulatory and programme changes are assessed and appropriately incorporated into company policies, procedures and working practices.
• Support the organisation in meeting applicable SEAI One Stop Shop Health & Safety, quality, contractor management and project-delivery requirements, maintaining appropriate records and documentation to demonstrate compliance and support internal and external audits.
• Liaise with relevant statutory, regulatory and external bodies, including the Health and Safety Authority (HSA), Sustainable Energy Authority of Ireland (SEAI), insurers, auditors, clients, contractors and other relevant stakeholders, as required.
• Support the development and maintenance of effective systems for recording, investigating and managing incidents, accidents, near misses, complaints, hazards and corrective actions..
• Promote and embed a proactive, engagement-driven Health & Safety culture across the organisation, ensuring accountability for Health & Safety is understood and demonstrated at all levels, from senior management through to employees, contractors and subcontractors.
• Support the implementation of wider Group Health & Safety initiatives, standards and programmes, where applicable, while ensuring they are appropriately integrated with the company’s SEAI One Stop Shop operations and Health & Safety Management System.

Requirements

• QQI Level 8 (or higher) qualification in Occupational Health & Safety, Safety Management or a related H&S discipline.
• Minimum 5 years’ relevant Health & Safety experience within the construction industry, with experience operating at a senior level.
• Proven experience in developing and implementing Health & Safety Management Systems, policies, procedures and improvement programmes.
• Strong knowledge of Irish Health & Safety legislation, regulations and construction safety practices.
• Demonstrable experience in risk management, audits, inspections, incident investigation and corrective action management.
• Experience developing and monitoring H&S KPIs, reporting and continuous improvement initiatives.
• Strong leadership, communication and influencing skills, with the ability to engage and challenge employees and management at all levels.
• Ability to work collaboratively with site teams, operational management, contractors and external stakeholders while maintaining appropriate H&S standards and accountability.
• Practical, proactive and solutions-focused approach to Health & Safety, with a strong focus on prevention and continuous improvement.
• Excellent organisational, reporting and documentation skills with strong attention to detail.
• Full driving licence and willingness to travel to company sites as required.
