Arcadis are seeking a Program SHEQ & Rail Safety Assurance Manager for a client-side role with a state-owned transport organization ahead of a multibillion investment program in rail infrastructure

ROLE OVERVIEW
An opportunity exists for an experienced Programme SHEQ & Rail Safety Assurance Manager to work client-side within a major public sector rail organisation delivering a significant capital investment programme across the Irish heavy rail network.
Acting as the client’s SHEQ and rail safety assurance representative, the successful candidate will provide strategic and operational leadership across a portfolio of infrastructure projects, ensuring that safety, health, environmental, quality, rail systems assurance, maintainability and asset handover requirements are embedded throughout the full project lifecycle.
The role will support the client’s duties as asset owner, Infrastructure Manager, railway operator, maintainer, procuring authority and client under applicable construction and rail safety legislation.
KEY RESPONSIBILITIES
1. Client-Side SHEQ and Rail Safety Leadership
- Act as the client-side SHEQ and rail safety assurance lead across assigned capital investment projects.
- Provide independent advice on safety, health, environmental, quality and railway operational risks.
- Promote a proactive safety culture aligned with operational railway requirements.
Design Stage / PSDP Assurance Responsibilities
- Support PSDP appointments and competence assessments.
- Lead design risk management and Design Risk Assessment workshops.
- Ensure constructability, maintainability, operational safety and asset integration are embedded into designs.
- Coordinate design safety reviews and multidisciplinary risk workshops.
Planning, ECI and Procurement Support
- Provide SHEQ input into procurement strategies and contract requirements.
- Support development of tender evaluation criteria and competence requirements.
- Participate in tender evaluations and contractor assessments.
- Support mobilisation assurance prior to commencement.
Construction Stage / PSCS Assurance Responsibilities
- Monitor contractor compliance with legislative and rail safety requirements.
- Review RAMS, permit systems, possession plans and construction safety documentation.
- Undertake inspections, audits and investigations.
- Monitor high-risk activities including possessions, lifting operations, isolations and works on or near live railway infrastructure.
Rail Systems Safety, Interface and Operational Integration
- Ensure compliance with railway Safety Management System requirements.
- Support hazard management, operational integration and entry into service activities.
- Interface with operators, maintainers and regulatory stakeholders.
Quality Assurance Responsibilities
- Develop and monitor programme quality assurance arrangements.
- Conduct audits and monitor quality KPIs.
- Lead quality improvement and lessons learned initiatives.
Environmental and Sustainability Responsibilities
- Support environmental compliance, sustainability objectives and carbon reduction initiatives.
- Monitor management of biodiversity, noise, vibration, waste and pollution prevention.
Handover, Handback and Asset Acceptance
- Participate in testing, commissioning and operational readiness reviews.
- Review Health and Safety Files, asset records and maintenance documentation.
- Support asset acceptance and handover activities.
Governance, Reporting and Assurance
- Prepare reports, dashboards and executive briefings.
- Coordinate audits and assurance reviews.
- Support stage-gate approvals and governance processes.
CANDIDATE REQUIREMENTS
- Degree in Safety, Engineering, Environmental or related discipline.
- Minimum 10 years experience in SHEQ, rail safety or infrastructure assurance.
- Experience within heavy rail, metro or transport infrastructure environments.
- Knowledge of PSDP, PSCS, contractor management and risk management.
- Strong stakeholder engagement and reporting skills.
- Chartered professional membership.
- Experience with Irish Rail, TII or comparable organisations.
- Knowledge of railway standards and regulatory requirements.
