Job summary

Responsibilities

  • Act as the consultancy’s site representative during site investigations, surveys, and early works activities.
  • Monitor ground investigations and topographical surveys for safety, efficiency, and compliance.
  • Ensure temporary works interfaces and access controls align with approved documentation.
  • Coordinate with contractors, surveyors, designers, and clients to safely deliver site activities and resolve issues.
  • Maintain accurate site records including inspection reports, permits, diaries, and non-conformances.
  • Identify and escalate defects and unsafe conditions, supporting closeout with project team interfaces.
  • Support contractor compliance with specifications, inspection and test requirements, and environmental obligations.
  • Attend site inspections, safety reviews, and progress meetings with clear updates on delivery, safety, and quality.

Context

SYSTRA is seeking a Site Representative to support the planning, coordination, inspection, and assurance of rail infrastructure activities on projects in Ireland. The role provides site-based representation during construction and investigation activities, supporting PSCS‑related interfaces and monitoring compliance with agreed safe systems of work, specifications, method statements, permits, and project requirements.

The role includes an initial 6‑month onsite commission near Galway. A key aspect of this commission will be the safe oversight of ground investigations, topographical surveys, and associated enabling or temporary works activities within live or operationally constrained rail environments.

Over time, the role will be developed to support the team in an GCCC Resident Engineering & NEC4 Assistant Supervisor capacity through progressive involvement in quality assurance, compliance verification, site records, defect management, and contractual awareness across rail and transport infrastructure projects.

Missions / Main Duties
  • Act as the consultancy’s site representative during site investigations, surveys, and early works activities, monitoring compliance with approved method statements, permits, specifications, and safe systems of work.
  • Monitor ground investigations, topographical surveys and related site activities to ensure they are carried out safely, efficiently and in accordance with project requirements.
  • Check that temporary works interfaces, access arrangements, protection measures, possession arrangements where relevant, and site controls are implemented in line with approved documentation and constraints.
  • Liaise with contractors, GI specialists, surveyors, designers, project managers, PSCS representative and client representatives to coordinate safe delivery of site activities and prompt resolution of issues.
  • Maintain detailed and accurate site records, including inspection reports, photographs, diary notes, permit checks, briefings attended, and records of observed non‑conformances or safety concerns.
  • Identify, record, and escalation defects, unsafe acts, unsafe conditions, and non‑conformances, and support closeout through the relevant contractor, designer, or project team interface.
  • Support monitoring of contractor compliance with specifications, approved methodologies, inspection and test requirements, and environmental and quality obligations.
  • Participate in site inspections, coordination meetings, safety reviews, and progress meetings, providing clear and factual updates on delivery, safety, assurance, and quality matters.
  • Assist in reviewing risk assessments, method statements, lifting plans, traffic management proposals, and permit arrangements relevant to the works being undertaken.
  • Support the project team in maintaining assurance records, action trackers, quality documentation, and evidence required for project governance, audit, and handover purposes.
  • Contribute to the development of NEC4 supervision capability through involvement in inspection activities, compliance verification, reporting, and understanding of the Supervisor’s role under NEC4 contracts.
  • Promote continuous improvement and good practice in rail safety, construction assurance, design risk management, and multidisciplinary collaboration.
Profile / Skills
  • Excellent verbal and written communication, and interpersonal skills.
  • Strong understanding of Irish health and safety legislation applicable to construction and rail infrastructure projects, including PSDP and PSCS‑related duties.
  • Understands contractual obligations and actively manages risks and identifies change.
  • Understanding of rail infrastructure environments, construction methodologies, possession or access constraints, and interface management on operationally sensitive projects.
  • Understanding of construction drawings, survey requirements, ground investigation activities, specifications, and testing requirements.
  • Experience overseeing or coordinating site investigations, surveys, enabling works, or similar site‑based technical activities.
  • Team‑oriented, with the confidence to engage with contractors, consultants, designers, and client representatives on technical and safety matters.
  • Strong awareness of site safety, quality standards, assurance requirements, and record keeping.
  • Organised, disciplined, and capable of maintaining accurate inspection and coordination records.
  • Demonstrable relevant experience in rail, transport infrastructure, construction supervision, design coordination, site investigation oversight, or project delivery roles across the project lifecycle, preferably on projects of similar scale and complexity.
  • Diploma or degree in civil engineering, construction management, health and safety, rail engineering, or related discipline.
  • Safepass accreditation (Required).
  • A recognised health and safety qualification relevant to the role, such as IOSH, NEBOSH, or equivalent. (Required or working towards, depending on experience level)
  • Current full driving licence valid in Ireland. (Required)
  • Knowledge of PSDP duties under Irish regulations and ability to undertake or support the role in practice. (Required)
  • Chartered/Incorporated/Associate Engineer membership of a relevant professional body, or membership of IOSH or equivalent professional body. (Desirable)
  • Formal rail safety certification, track safety competence, or equivalent rail access certification relevant to the Irish rail environment. (Desirable)
  • Previous experience working under NEC3 or NEC4 contracts. (Desirable)
  • Experience supporting supervision, inspection, quality assurance, or site assurance functions on infrastructure projects. (Desirable)
  • Familiarity with permit‑to‑work systems, safe systems of work, and contractor documentation review. (Desirable)
  • Experience in a live rail environment or on projects involving railway safety constraints and access planning. (Desirable)
  • Experience contributing to health and safety file preparation, design risk management, or PSDP documentation. (Desirable)
  • Training or demonstrable experience relevant to development into an NEC4 Assistant Supervisor role. (Desirable)
