Job summary

The CCPC is seeking a talented Business Analyst at Higher Executive Officer level to join the Digital Solutions Unit. You will identify business needs, map requirements and support ICT initiatives across the organisation, reporting to the Head of Digital Solutions.

The successful candidate will have NFQ Level 7 (or equivalent) with several years of business analysis experience, or 4+ years with Level 6 or a recognised BA certification.

Qualifications

• Experience evaluating digital solutions and AI capabilities.
• Competence with Microsoft enterprise technologies.

Working Hours: 35 hours per week

Hybrid / Agile / Remote Working:You will be required to attend the office for at least 40% of your timeand can avail of remote working up to 60% of your time. This is subjectto business requirements.The CCPC generally operates on a fully remote basis during the monthof August and over the Christmas period. This arrangement is subject tobusiness requirements.

The Corporate Services Division is key to supporting the wider functions of the CCPC, providingstrategic and operational corporate support and advice to the different business units across theorganisation, to achieve its statutory goals and responsibilities. The Digital Solutions unit (DSU) within the Corporate Services Division has responsibility for supporting the overall ICT Strategy and the successful delivery of key ICT initiatives (current and future) required by the CCPC. The DSU worksalongside the ICT Operations Infrastructure and Security unit, which ensures the smooth functioningand resilience of the technology environment through the delivery of robust and secure ICTinfrastructure and services, including business continuity and disaster recovery.

Business Analyst

The CCPC is seeking to recruit a Business Analyst at Higher Executive Officer (HEO) grade to work inthe Digital Solutions Unit (DSU). Reporting to the Head of Digital Solutions, this role is an excitingopportunity to work as part of a unit that manages, supports and implements ICT initiatives across theorganisation. The role will be key in identifying business needs, improving processes and supportingthe assessment, design, procurement, implementation and ongoing improvement of digital solutions.Acting as the link between business divisions, DSU, ICT teams, governance functions, suppliers and endusers, the role will support the full lifecycle of digital initiatives, from initial research and requirementsgathering through implementation, testing, adoption and transition to support and benefitsrealisation. The role will also promote the effective use of digital services and solutions to supportorganisational objectives and progress key initiatives identified in the Corporate Services division’sannual workplan.

Key responsibilities

Working as part of the Digital Solutions team, the Business Analyst role will be engaged in a range offunctions such as:

• Business Analysis and Service Improvement
  Identify business needs, gather and manage requirements, analyse processes and designpractical solutions that improve services, efficiency and organisational outcomes.
• Digital Solutions Delivery
  Support the full lifecycle of digital initiatives, from assessment and design throughimplementation, testing, deployment, adoption and continuous improvement.
• Microsoft and Enterprise Technologies
  Analyse, design and support solutions using Microsoft technologies and other enterpriseplatforms to meet organisational needs and maximise value from digital investments.
• Digital Innovation and Strategic Development
  Evaluate digital opportunities, emerging technologies and AI capabilities, support prioritisationof digital requests and contribute to ICT and Data Strategy initiatives.
• Stakeholder, Supplier and Project Engagement
  Work collaboratively with business stakeholders, ICT teams and suppliers to support projectdelivery, procurement activities and successful business outcomes.
• Change, Adoption and Business Readiness
  Support training, communications, user engagement and organisational adoption to ensuresuccessful implementation of new solutions.
• Supporting the delivery of Business Objectives
  Performing any other additional tasks that may be assigned by the Head of Unit to deliver thebusiness objectives of the Division and the CCPC.

In addition to the immediate appointment from this campaign, an order of merit may be established.This may be used to fill any future vacancies at the same level within this or other Divisions of the CCPCwhere roles have similar responsibilities and/or similar skills are required.

A Level 7 qualification on the National Framework of Qualifications (NFQ) major award (ordinarydegree) or higher in Business, Business Analysis, Information Systems, Computer Science, DigitalTransformation, or a related discipline, and at least three years' directly relevant Business Analysisexperience.

OR

At least four years' directly relevant Business Analysis experience and either:

a) A Level 6 NFQ qualification or higher in a relevant discipline.

OR

b) At least one recognised professional Business Analysis certification (e.g. BCS, IIBA orPMI-PBA) and demonstrable experience applying Business Analysis practices incomplex organisational environments.

In addition to the above criteria, all candidates must be able to demonstrate a proven track record in:

• Demonstrated experience in business analysis and business process improvement, includingrequirements gathering, process mapping, gap analysis, workshop facilitation, stakeholderengagement, preparation of business documentation and supporting user adoption.
• Demonstrated experience evaluating, recommending or advising on digital solutions, technologyoptions, business process improvements or service enhancements to support organisationalobjectives.
• Experience with supporting the delivery of digital projects, including considering governance,risk, privacy, security or compliance requirements when assessing, designing or implementingthe digital solution.
• Demonstrated experience designing, delivering or supporting digital solutions using theMicrosoft enterprise technology ecosystem, and providing recommendations on the effectiveuse, adoption and optimisation of Microsoft technologies to support business objectives.
• Working understanding of SharePoint online, Planner, Power Automate, Power Apps, PowerPlatform, Microsoft Dataverse, Azure DevOps and Microsoft licensing.
• Advanced use of Microsoft Copilot and supporting adoption of AI.
• Experience supporting public sector AI governance.
• Experience with managing or supporting public sector procurement exercises.
• Vendor and contract management experience.
• Project management certification.
