Our client is a specialist financial services organisation established to support the continued development and professionalisation of Asset and Liability Management across the Irish credit union sector.
The organisation works collaboratively with a network of participating credit unions to implement a consistent and robust ALM framework. Its initial focus is to operate as an Asset and Liability Management Centre of Excellence, providing participating credit unions with specialist expertise, methodologies, governance support and practical guidance.
As part of its continued growth, the organisation is seeking an experienced finance or risk professional to help strengthen ALM capability across its participating credit unions.
Purpose
- The ALM Advisor will support the implementation of a standardised Asset & Liability Management Framework that is being adopted by participating credit unions who are members of the Company.
- The Framework comprises a standardised Risk Appetite Statement, Policy Suite and Methodology Toolkit. In addition, a governance process for the review of ALM risks has also been designed.
- The ALM Advisor will act as the ALM Framework Subject Matter Expert and work closely with the CFOs and Finance teams of a number of participating Credit Unions to support them in embedding this framework as a core business competency.
Key Responsibilities
- Provide training and coaching in the implementation of the ALM Framework to participating Credit Unions on an ongoing basis.
- Provide ongoing quality assurance review over the outputs of the ALM methodology toolkit to ensure correctness in outputs and that participating Credit Unions are supported in using these outputs as part of their decision making and governance process.
- Provide benchmarking information on ALM related risks to participating credit unions and provide insights on the factors behind comparative outcomes.
- Contribute to the ongoing evolution of the Asset and Liability Framework through enhancement of the toolkit and underlying methodologies and adapting it to the needs of the participating credit unions.
- Contribute to the development of stress testing methodologies from a liquidity, capital and interest rate risk perspective that can be deployed as standardised approaches across the range of participating credit unions.
- Support participating Credit Unions in strategic and annual planning by providing ALM related input to financial budgets and funding plans.
- Where required, support Participating Credit Unions in their efforts to source alternate funding to fund long term asset growth.
- Support the development and maintenance of behavioural models and studies for key Credit union products (e.g. non maturity member share savings, loan prepayment behaviour etc.) to improve ALM assumptions and inform pricing decisions.
- Collaborate with external stakeholders (e.g. Regulator, Participating Credit Union Investment Advisors, Technology Providers, and other Credit Union Support Organisations (CUSOs)), in the delivery of initiatives that support participating credit unions in optimising their ALM capability.
Skills and experience
- 5+ years experience in the Finance Function of a Credit Union or other financial institution with direct exposure to liquidity risk management, regulatory reporting, management reporting preferred.
- Practical experience of asset and liability management techniques and/or working in an Asset and Liability Management function of a large financial institution is an advantage.
- Alternatively, a qualified accountant with more than 3 years post qualification experience with experience in providing advisory/consulting services to financial institutions in asset & liability management.
- Degree or Professional Qualification in Finance, Economics, Mathematics or Risk or related discipline.
- Strong understanding of Credit Union or Financial institutions balance sheets, income performance and a familiarity with ALM concepts such as liquidity and repricing gaps.
- Practical experience of engagement with the regulator of a financial institution or credit union in relation to asset and liability management, liquidity and interest rate risk
- Experience of supporting and participating in the following processes within a financial institution - Asset and Liability Committee, Asset and Liability Policy Development, Capital and/or Liquidity stress testing, Product Profitability Analysis and Product Profitability Model Development).
- High proficiency in Excel (including complex formulas and ideally VBA); working knowledge of databases and data querying tools (e.g. SQL) and/or Python or R is an advantage. Experience in using AI methodologies for financial analysis, in particular in an Asset and Liability Management environment will be an advantage.
- Strong analytical skills and attention to detail, with the ability to work with large data sets and reconcile across multiple sources.
- Clear written and verbal communication skills, with the ability to explain technical results to non specialist stakeholders.

Reporting Line / Working Relationships
- Reports to: CEO, CU Asset and Liability Management Company CLG
- Provides direct ALM Support for participating Credit Unions
- As member of the ALM Centre of Excellence, work in conjunction with other team members in the development and enhancement of the ALM Framework and Methodologies
- Predominantly office based role with minimum of 4 days per week in the Company's Offices. Please note that role will involve travelling to offices of participating member Credit Unions in supporting them in implementation of the ALM Framework and in some cases may require overnight stay in location of member credit union.
