DGAS (PT Dgas Alam Semesta) is seeking an experienced QHSE leader to enforce Indonesian safety and environmental laws, implement and audit SMK3 aligned with ISO 9001, 14001, and 45001, and liaise with Disnaker for reporting and permits. You will lead HAZID/HAZOP studies, manage CAPA, and drive continuous improvement across sites.
The role requires at least 8 years in QHSE within oil & gas or related industries, strong leadership, and excellent communication in English.
Enforce compliance with Indonesian labor and environmental laws, including UU No. 1/1970 on occupational safety.
Maintain, implement, and audit the SMK3 framework in alignment with international standards (ISO 9001, 14001, and 45001).
Enforce compliance with Indonesian statutory regulations and liaise with relevant authorities and local manpower offices (Disnaker) for reporting, notifications, and permit management
Lead risk assessments (HAZID/HAZOP) and develop comprehensive hazard mitigation plans to ensure the safety of high-risk CNG operations.
Oversee incident investigations, conduct root cause analysis (RCA), and ensure the effective implementation of corrective and preventive actions (CAPA).
Manage emergency response planning, coordinate regular drills, and oversee environmental waste management protocols in accordance with regulatory requirements.
Standardize company SOPs to meet project quality benchmarks and operational requirements across all sites.
Monitor continuous improvement initiatives and track quarterly QHSE KPIs to measure performance and drive accountability.
Conduct internal quality audits and maintain documentation control systems in full compliance with ISO standards.
Facilitate safety inductions, toolbox talks, and specialized QHSE training programs for staff and contractors.
Drive safety culture awareness and QHSE best practices across local and regional project sites.
Provide timely and accurate internal and external QHSE reports, including analytical insights and actionable recommendations.
Requirements
Bachelor's Degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
Minimum 8 years of experience in QHSE roles within the oil & gas, CNG, or process industry.
Certified Ahli K3 Umum and SMK3 Internal/Lead Auditor.
Familiar with ISO 9001, 14001, and 45001 standards.
Strong knowledge of HSE practices and Indonesian regulations (UU No. 1/1970 & PP No. 50/2012).
Experienced in conducting HAZID/HAZOP studies, risk assessments, and incident investigations.
Proficient in Document Management Systems (DMS) and ISO documentation control.
Experienced in liaising with Indonesian statutory authorities, including Disnaker reporting and permit management.
Strong leadership, communication, and cross-functional team management skills.
Analytical mindset with the ability to make sound, data-driven decisions under pressure.
Good command of written and spoken English.
Proficient in Microsoft Office (Word, Excel, and PowerPoint).
