Job summary

Plan International Indonesia is seeking a Project Officer for the TechPath 2.0 program in Bojonegoro, East Java. The role focuses on recruiting, engaging, and retaining youth participants, building strong relationships with youth networks, and coordinating daily activities to ensure inclusive, impactful learning outcomes.

You will work with the Project Manager and technical specialists to monitor participation, track progress, and share learnings.

Qualifications

About Plan International Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. Our ambition is to enable at least 3 million girls and young women to be healthy, educated, empowered, safe and protected. It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls, and young women from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programmes and projects as well as influencing decision-makers and key stakeholders to make the required changes.

Project Background TechPath 2.0 is a youth-focused program by Plan Indonesia aimed at bridging the digital skills and employment gap among underserved youth, particularly young women. The program will equip 100 youth aged 18–29 in Bojonegoro with market-driven digital and IT skills, strengthen their employability, and connect them with opportunities in the growing digital and STEM sectors through digital learning and the KitaKerja platform.

Position Summary The Project Officer is responsible for recruiting, engaging, and retaining youth participants throughout the TechPath 2.0 program. The role focuses on building strong relationships with youth and youth organizations, coordinating daily project activities, tracking participation, and monitoring alumni progress. Working closely with the Project Manager and technical specialists, the Project Officer ensures inclusive, consistent, and responsive youth engagement to support successful learning outcomes and empower young people to thrive in the digital economy.

Location This role and project will be based in Bojonegoro, East Java. Candidates must be authorized to work in Indonesia as visa sponsorship cannot be provided for this role.

Reporting And Supervision This project officer will report to the Project Manager TechPath 2.0.

Primary Responsibilities

• Responsible Project Management:
• Support project design stage, including ideation with partners, youth group, and community, which is in line with program core objectives through learning documents and progress achievement tracking
• Support the delivery of the project planning and implementation stages, including development of all supporting documents, partnership assessments, preparation and updating of the internal system in SAP, PMERL, or any other system applicable in Plan Indonesia. Ensure the implementation runs smoothly based on project compliances, audit, and the Operation Manual. Support for developing the exit strategy and sustainability plan from the early stages of the project, and sharing them with external stakeholders
• Establish strong coordination and communication with internal and external stakeholders, including, government (local and sub-national), partner networks, and communities
• Support the project manager in project monitoring, evaluation, and research, in collaboration with the MER team or other related units, both internally and externally. In charge of the dissemination of research results, together with the communication team or the external relations team
• Support the project manager to lead in the project closing stage, in collaboration with the grant management team or other related units, to ensure the sustainability plan and scale-up strategies are well implemented, hand over assets, close internal systems, and submission of high-quality reports
• Ensure GESI and safeguarding approaches are well mainstreamed and implemented throughout the project management stages.
• Communication and Reporting
• Conduct monitoring to target project location and support the facilitation of discussion and coordination between donors, stakeholders, program participants, and partners (youth networks).
• Maintain communication with the Program Manager, and other unit within Plan Indonesia and also partners on project planning and implementation.
• Monitor project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
• Support the project manager to prepare progress reports for the internal Plan every quarter and on other bases if needed
• Support the project manager to prepare informative and high-quality reports and any other required information for NO, donors, or external stakeholders, including for publication in Plan Indonesia’s platforms
• Collaborate with the communications team to develop and disseminate the project's related communications products, both internally and externally stakeholders, including support for producing the learning documentation, best practices, case studies, Op-Ed, and other product knowledge
• Support the project manager to lead the development of project learnings, in collaboration with MER and other relevant teams, including involving government, partners, youth networks, and other program participants. Seek innovation and put in place improved learning practices within and outside the program
• Networks and Partnership:
• Establish external networks in including youth networks or alliances, to strengthen the project implementation, exchange experiences, and scale up program implementation
• Together with the project manager, maintain and expand high-quality and strategic relationships with project stakeholders, as well as reviewing reports and indicators, including promoting Plan Indonesia’s work as youth youth-focused organization and NGO of choice on girls' rights in development and humanitarian. Link program participants to local resources, networks, or funding to continue or scale up their initiatives, in collaboration with the Resource Mobilization and Program Development team
• Support the project manager to implement the advocacy agenda and campaign, in collaboration with partners and youth networks, to promote success stories and best practices of the project, including contributing to the larger agenda of Plan Indonesia
• Support the youth engagement team to strengthen youth centeredness program, involving the Youth Advisory Panel (YAP) and Planet to ensure a coherent youth-led movement and a youth-led advocacy initiative in Indonesia
• Management: System and Process
• Manage budget and PC in Plan’s system (SAP), in coordination with Finance and Procurement teams
• Lead and support the project administration work based on internal policies and procedures
• Support the follow-up action of the AAL audit, in collaboration with other support units and operations
• Safeguarding, PSHEA, and Gender Equality, Disability, and Social Inclusion (GEDSI)
• Ensures that Plan International’s global policies for Safeguarding, PSHEA, and Gender Equality and Inclusion are fully embedded in project design, during implementation, and as principles applied in day-to-day work.
• Participates actively in capacity-building and learning events on Safeguarding, PSHEA, and Gender Equality and Inclusion.
• Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding, PSHEA, and GEDSI.
• Understands and puts into practice the responsibilities under Safeguarding, PSHEA and GEDSI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Qualifications And Experience

• Bachelor's Degree in one of the disciplines relevant to the following areas: youth studies, international development, gender, inclusion, human rights, psychology, sociology, international law, or other social science fields
• Minimum of 1-2 years of work experience working on development programmes
• Good communication skills (verbal and written) in Bahasa Indonesia
• Knowledge of the links between gender equality, children’s rights, and NGO development programming practice.
• Demonstrated understanding of child and youth-led initiatives and child and youth-sensitive monitoring and evaluation
• Good network with youth groups champion in Indonesia
• Good understanding of the practicalities of designing, implementing, and evaluating high-quality programmes that promote meaningful child and youth participation
• Good understanding of relevant policy-making processes and institutions on child and youth participation
• Ability to design proposals, guidelines, and standards, monitor and evaluate child and youth participation programming, based on sound analysis
• Strong teamwork
