Job description

Project Background

TechPath 2.0 is a youth-focused program by Plan Indonesia, supported by ExxonMobil, aimed at bridging the digital skills and employment gap among underserved youth, particularly young women. The program will equip 100 youth aged 18–29 in Bojonegoro with market-driven digital and IT skills, strengthen their employability, and connect them with opportunities in the growing digital and STEM sectors through digital learning and the KitaKerja platform.

Position Summary

The Project Officer is responsible for recruiting, engaging, and retaining youth participants throughout the TechPath 2.0 program. The role focuses on building strong relationships with youth and youth organizations, coordinating daily project activities, tracking participation, and monitoring alumni progress. Working closely with the Project Manager and technical specialists, the Project Officer ensures inclusive, consistent, and responsive youth engagement to support successful learning outcomes and empower young people to thrive in the digital economy.

Location

This role and project will be based in Bojonegoro, East Java. Candidates must be authorized to work in Indonesia as visa sponsorship cannot be provided for this role.

Reporting And Supervision

This project officer will report to the Project Manager TechPath 2.0.

Primary Responsibilities

1.Project Management & Implementation

  • Support project design, planning, implementation, monitoring, and closing.
  • Ensure project activities comply with Plan Indonesia policies, operational procedures, audit requirements, and project standards.
  • Support sustainability, exit, handover, and scale-up strategies.

2.Monitoring, Reporting & Learning

  • Track project progress, outcomes, budget, and expenditure through relevant monitoring systems.
  • Support preparation of internal, donor, and external reports.
  • Document and disseminate project learnings, best practices, case studies, and success stories.

3.Stakeholder Communication & Coordination

  • Maintain effective coordination with internal teams, government, donors, partners, communities, youth networks, and program participants.
  • Facilitate communication and coordination across stakeholders to ensure smooth project implementation.

4.Partnerships & Youth Networks

  • Build and strengthen strategic partnerships and networks, particularly with youth organizations and alliances.
  • Support youth-centered and youth-led initiatives, advocacy, campaigns, and engagement with YAP/Planet.
  • Connect youth participants with relevant resources, networks, and opportunities for scaling their initiatives.

5.Budget, Administration & Compliance

  • Support project budget and procurement management through SAP and other Plan systems.
  • Ensure project administration and documentation comply with internal policies and procedures.
  • Support follow-up actions from audits and other compliance requirements.

6.Safeguarding, PSHEA, & GEDSI

  • Mainstream Safeguarding, PSHEA, Gender Equality, Disability, and Social Inclusion (GEDSI) throughout project design and implementation.
  • Ensure compliance with relevant policies, standards, Code of Conduct, and reporting procedures.
  • Actively participate in safeguarding, PSHEA, and GEDSI capacity-building and learning activities.
Qualifications And Experience
  • Bachelor's Degree in one of the disciplines relevant to the following areas: youth studies, international development, gender, inclusion, human rights, psychology, sociology, international law, or other social science fields
  • Minimum of 1-2 years of work experience working on development programmes
  • Good communication skills (verbal and written) in Bahasa Indonesia
  • Knowledge of the links between gender equality, children’s rights, and NGO development programming practice.
  • Demonstrated understanding of child and youth-led initiatives and child and youth-sensitive monitoring and evaluation
  • Good network with youth groups champion in Indonesia
  • Good understanding of the practicalities of designing, implementing, and evaluating high-quality programmes that promote meaningful child and youth participation
  • Good understanding of relevant policy-making processes and institutions on child and youth participation
  • Ability to design proposals, guidelines, and standards, monitor and evaluate child and youth participation programming, based on sound analysis
  • Strong teamwork
