Job summary

Plan International Indonesia is seeking a Senior Project Finance Officer based in Kupang, NTT. You will manage financial transactions, monitoring, and reporting for climate/WASH projects in coordination with Program, Grants, SCM, and P&C teams.

Role requires at least 5 years in donor-funded environments, strong English, and SAP/Excel skills. You will supervise finance staff and liaise with local partners to ensure compliance, accuracy, and audit readiness.

Qualifications

• Bachelor’s degree in Accounting, Finance, Business Administration, or Commerce.
• Minimum 5 years of relevant post-qualification experience, preferably in international organizations or INGOs.
• Strong English communication skills (verbal & written).
• High proficiency in Microsoft Excel and familiarity with accounting software.

Responsibilities

• Manage project financial transactions including payments, fund transfers, expenditure controls and liquidation.
• Monitor fund disbursements, budget utilization, and expenditures to ensure donor and organisational compliance.
• Review payment requests and supporting documents, ensure correct coding and budget alignment.
• Perform budget monitoring, forecasting, and variance analysis for informed decisions.
• Oversee financial management of Implementing Partners, including invoices and SAP reconciliation.
• Prepare donor financial reports and ensure timely, compliant reporting.

Project Background

Climate Resilient WASH Project is a 3.5-year project implemented in Timor Tengah Selatan, Manggarai, and Belu Districts, East Nusa Tenggara (NTT). The project aims to address interconnected challenges related to limited access to safe water and sanitation, poor hygiene practices, stunting, environmentally related diseases, disruption to children’s education, and increasing climate risks such as droughts, floods, and landslides. The project adopts a holistic approach that combines WASH infrastructure improvements with behaviour change, stronger governance, water resource protection, and sustainable management of WASH services.

The project will reach all primary schools and Puskesmas across the three target districts through a phased, dual-track and cohort-based approach. Year 1 will focus on baseline assessments, water source and drought risk mapping, system design, initial capacity strengthening, and infrastructure development, including a pilot in four target schools and four Puskesmas to demonstrate context-appropriate WASH solutions. Year 2 will focus on full-scale infrastructure and behaviour change interventions, alongside strengthened multi-stakeholder coordination. Year 3 will focus on strengthening sustainability, integrating WASH management systems, and transitioning ownership to local stakeholders. Throughout implementation, this project will work closely with local governments, schools, Puskesmas, communities, children and youth, and other stakeholders to promote inclusive participation, accountability, and sustainable WASH services that remain functional and resilient to climate-related risks.

Position Summary

The Senior Project Finance Officer oversees all financial functions within the Program Management Unit. This role ensures effective financial planning, monitoring, and accurate reporting in alignment with donor requirements and organization (YPII) policies. She/He works closely with cross-functional teams, including Program, Grants, Supply Chain Management (SCM), and People & Culture (P&C), to facilitate seamless project implementation. Additionally, this role provides leadership and supervision to Project Finance Officers and or Assistants, and delivers financial guidance and support to local Implementation Partners (IPs), ensuring accountability and compliance across all project components.

Location

This role and project will be based in Kupang, NTT. Candidates must be authorized to work in Indonesia as visa sponsorship cannot be provided for this role.

Reporting And Supervision

The Senior Project Finance Officer will report to the Finance Project Lead.

Primary Responsibilities

• Manage project financial transactions, including payments, fund transfers, expenditure controls, advance liquidation, and financial documentation.
• Monitor project fund disbursements, budget utilization, and expenditures to ensure compliance with approved budgets, donor requirements, and YPII financial standards.
• Review and verify payment requests, financial transactions, coding, supporting documents, and construction-related payments based on budget and work completion documentation.
• Conduct budget monitoring and basic financial analysis, including Budget vs Actual (BvA), budget forecasting, and variance analysis to support project decision-making.
• Oversee the financial management of Implementation Partners, including advance liquidation, invoice processing, financial reporting, SAP transactions, and reconciliation.
• Work closely with Project Managers, Finance teams, and budget holders to develop project budgets, forecasts, budget modifications, and corrective actions.
• Prepare and support donor financial reports, ensuring accuracy, timeliness, and compliance with donor agreements and requirements.
• Maintain accurate and audit-ready financial records and provide financial documentation and support during internal and external audits.
• Support project closure activities, including SAP data cleansing, settlement of outstanding advances and transactions, and resolution of audit findings.
• Support month-end and year-end financial closing processes and other project-related financial activities as required.
• Ensure the implementation of Plan International’s Safeguarding, PSHEA, Gender Equality and Social Inclusion (GESI), and Code of Conduct standards within the scope of the role.

Qualifications And Experience

• Bachelor’s degree in Accounting, Finance, Business Administration, or Commerce.
• Minimum of 5 years of relevant post-qualification experience, preferably within international organizations, INGOs, or bilateral development agencies.
• Effective English language skills for professional communication, both verbal and written.
• Strong digital literacy, including advanced proficiency in Microsoft Excel and familiarity with accounting software.
• Prior experience with SAP (Finance & Project Module) is highly desirable.
• Demonstrated experience in managing donor-funded projects, preferably with donors such as KOICA, EU, DFAT, USAID, SIDA, Irish Aid, and UN agencies.
• Experience in delivering financial capacity-building support to non-finance staff and sub-grantees.
• Willing to be placed in Kupang, NTT.
