The Project Finance Officer in Plan International Indonesia will oversee all financial functions within the Program Management Unit, ensuring effective planning, monitoring, and reporting in line with donor requirements and YPII policies. The role collaborates with Program, Grants, SCM and P&C to support seamless project implementation.

Based in Jakarta or Kupang, Indonesia, applicants must be authorized to work here as visa sponsorship cannot be provided.

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, or Commerce.
  • Minimum of 3 years of post-qualification experience in international organizations.
  • Strong English communication skills.
  • Strong Excel skills and familiarity with accounting software.
  • Experience with SAP (Finance & Project Module) is desirable.
  • Experience managing donor-funded projects (KOICA, EU, DFAT, USAID, SIDA, Irish Aid, and UN).
  • Experience building financial capacity of non-finance staff and sub-grantees.

Responsibilities

  • Oversee project financial operations including payments, disbursements, budgeting, forecasting, and reporting.
  • Monitor financial management of implementation partners and ensure compliance.
  • Support financial planning, audits, risk management, and project closure.
  • Ensure compliance with safeguarding, GESI, and Code of Conduct policies.

In Indonesia, Plan International operates since 1969, and in 2017 Yayasan Plan International Indonesia (YPII) was established as a national entity of Plan International in Indonesia. YPII is currently implementing its Country Strategy 5 (CS 5) covering the fiscal year 2023 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls”. P osition Summary

The Project Finance Officer is responsible for overseeing all financial functions within the Program Management Unit. This role ensures effective financial planning, monitoring, and reporting in alignment with donor requirements and organization (YPII) policies. She/He will work closely with Program, Grants, Supply Chain Management (SCM), and People & Culture (P&C) teams to support seamless project implementation. The position also provides financial guidance and support to local Implementation Partners (IPs), ensuring accountability and compliance across all project components.

Location

This role and project will be based in Jakarta or Kupang, NTT. Candidates must be authorized to work in Indonesia as visa sponsorship cannot be provided for this role.

Reporting And Supervision

The Project Finance Officer will report to the Senior Project Finance Officer / Senior Finance Business Partner.

Primary Responsibilities
  • Manage project financial operations, including payments, fund disbursement, budget utilization, forecasting, and financial reporting in compliance with YPII and donor requirements.
  • Monitor and support the financial management of Implementation Partners (IPs), including fund utilization, advances/liquidations, financial reporting, and compliance.
  • Support project financial planning, budgeting, monitoring, audit, risk management, and project closure, ensuring accurate financial records and timely corrective actions.
  • Promote and ensure compliance with Plan International’s policies and standards on Safeguarding, PSHEA, GEDSI, and Code of Conduct within areas of responsibility.Ensure the implementation of Plan International’s Safeguarding, Gender Equality and Social Inclusion (GESI), and Code of Conduct standards within the scope of the role.
Qualifications And Experience
  • Bachelor’s degree in Accounting, Finance, Business Administration, or Commerce.
  • Minimum of 3 years of relevant post-qualification experience, preferably within international organizations, INGOs, or bilateral development agencies.
  • Good English communication skills, both written and verbal, with the ability to communicate financial information effectively to diverse stakeholders.
  • Strong digital literacy, including advanced proficiency in Microsoft Excel and familiarity with accounting software.
  • Prior experience with SAP (Finance & Project Module) is highly desirable.
  • Demonstrated experience in managing donor-funded projects, preferably with donors such as KOICA, EU, DFAT, USAID, SIDA, Irish Aid, and UN agencies.
  • Experience in delivering financial capacity-building support to non-finance staff and sub-grantees.
  • Effective training and coaching skills.
  • Strong analytical skills and financial problem-solving capabilities.
  • Clear and adaptive communication skills, tailored to diverse audiences.
  • Demonstrated ability to collaborate in multidisciplinary and multicultural environments.
  • Strong team-building and motivational capabilities.
