Job summary

PT CHANGLIAN INDONESIA seeks an experienced Project Manager for a water pipeline project in Batam. The role will bridge Chinese and Indonesian management, coordinate with owners, subcontractors, and stakeholders, and drive project progress toward successful delivery.

You will lead scheduling, resource integration, QA/QC, HSE, and contract administration with strong leadership and English communication to manage multiple fronts and address bottlenecks.

Qualifications

• Bachelor's degree or higher in Civil Engineering or related field.
• 8+ years of engineering project management experience.
• Experience in infrastructure or water pipeline projects preferred.
• Strong English communication for daily coordination.
• Excellent cross-cultural leadership and team management.
• Proficient in construction management, scheduling, QA/QC, safety, and contract administration.
• Capable of handling multiple active fronts and high-intensity work.

Job description

Due to the requirements of the water pipeline project in Batam, we are seeking an experienced Project Manager. This role will serve as a vital bridge for communication and coordination among the Chinese management team, the local Indonesian management team, the project owner, subcontractors, and other relevant stakeholders. The primary responsibility is to ensure seamless communication and efficient coordination among all parties, facilitate effective resource integration, oversee the implementation of management decisions, and drive the overall project progress toward successful delivery.

Key responsibilities

Act as the primary liaison between the Chinese management team and the local Indonesian management team

Manage daily communication and coordination with the project owner, subcontractors, and other relevant stakeholders

Ensure that management directives and project requirements are accurately communicated and effectively implemented

Coordinate multiple construction packages and work fronts to ensure orderly project progress

Monitor construction progress and ensure that subcontractors fulfill their commitments regarding personnel, equipment, and construction schedules

Dynamically optimize construction organization, and develop and drive the implementation of schedule recovery and acceleration plans

Proactively address and resolve bottlenecks related to labor, machinery, materials, and site conditions

Coordinate activities across engineering, construction management, quality assurance/quality control (QA/QC), and health, safety, and environment (HSE) management

Ensure that on-site construction complies with approved construction drawings, technical specifications, construction methodologies, and the requirements of the Inspection and Test Plan (ITP)

Facilitate timely communication and coordination among the design team, technical staff, the client, and subcontractors

About you

Bachelor's degree or higher in Civil Engineering, Municipal Engineering, Water Supply and Drainage Engineering, or a related field

At least 8 years of experience in engineering project management

Prior experience in infrastructure, municipal engineering, or water pipeline projects is preferred

Strong English communication skills, with the ability to independently handle daily communications, business meetings, and project coordination

Excellent cross-cultural communication and team management capabilities

Proficiency in construction management, project scheduling, quality control, safety management, and contract administration

Strong leadership, organizational, coordination, problem-solving, and execution skills

Capable of working independently, adapting to high-intensity work environments, and effectively managing multiple active construction fronts
