KLK Refinery and Oleo is seeking a Procurement Manager to lead non-raw-material procurement for the Refinery, Oleochemical Plant and facilities in East Kalimantan.
You will develop strategies, manage RFQ/RFP/tender, negotiate terms, and ensure SAP/ERP processes from PR to invoice, with a focus on reliability, cost-effectiveness, and compliance.

Job Summary
We are looking for the Procurement Manager will lead and manage the Company's non-raw-material procurement activities to ensure the safe, reliable and cost-effective operation of the Refinery, Oleochemical Plant and supporting facilities.
The role covers procurement of MRO materials, engineering materials, spare parts, chemicals, packaging, consumables, services, contractors, CAPEX equipment and general operating requirements, excluding raw materials and finished-product purchasing/sales.
Tasks & responsibilities
Develop and implement procurement strategies and plans based on approved budgets
Identify opportunities for local and regional sourcing.
Lead RFQ, RFP and tender processes, including commercial evaluation, negotiation and supplier selection.
Negotiate prices, payment terms, warranties, delivery and other commercial conditions.
Manage procurement for maintenance, engineering and critical/long-lead spare parts to ensure supply reliability and minimize plant downtime.
Manage procurement activities for approved CAPEX projects, including equipment and contractor sourcing, commercial negotiation, delivery monitoring and warranty coordination.
Prepare and manage negotiate procurement contracts, framework agreements and annual contracts where applicable.
Coordinate with Warehouse, Engineering and Maintenance to ensure appropriate inventory levels and availability of critical materials.
Ensure procurement activities are properly processed through SAP/ERP, from PR, RFQ, evaluation, approval, PO, GR through invoice.
Ensure compliance with procurement policies, approval authorities, segregation of duties and audit requirements.
Lead, develop and coach the Procurement team and establish individual KPIs.
Job Requirements
Bachelor’s Degree in Industrial Engineering, Supply Chain Management, Business Management, Logistics, Engineering, or a related discipline.
Minimum 10 years of experience in Procurement /purchasing.
Minimum 5 years in a supervisory/ managerial position.
Strong experience in procurement of manufacturing, refinery, petrochemical, chemical, oleochemical, energy or heavy industrial environments is strongly preferred.
Experience managing significant MRO, engineering and CAPEX procurement is essential.
Experience in palm oil refinery, oleochemical, chemical, edible oil, or related process industries is highly preferred.
Good command of English, both written and spoken.

Ability to work under pressure and meet demanding project deadlines.
