Job summary

Wuhuan Engineering Co., Ltd. is seeking an experienced HSE Engineer to join our Balongan-based construction project team in West Java.

You will develop, implement, and monitor HSE programmes to protect workers, minimize environmental impact, and ensure compliance with Indonesian regulations and international best practices. The role requires strong safety leadership, risk assessment, and effective coordination with clients and authorities.

Qualifications

• Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Engineering, or related discipline.
• NEBOSH IGC, IOSH Managing Safely, AK3 Umum or equivalent HSE certification.
• 3–5 years of experience as HSE Engineer or HSE Officer in EPC/industrial construction.

Responsibilities

• Develop, implement, and maintain HSE policies, procedures, and management systems.
• Conduct site inspections, safety audits, and risk assessments to identify hazards and control measures.
• Investigate accidents, incidents, and near-misses; identify root causes and corrective actions.
• Deliver HSE induction and training programmes for employees, subcontractors, and visitors.
• Prepare and maintain HSE documentation including RA, MS, JSA, Emergency Plans, and Safety Plans.
• Ensure compliance with Indonesian HSE regulations and client requirements.
• Coordinate with authorities, clients, consultants, and stakeholders on HSE matters.
• Monitor HSE performance indicators and drive continuous improvements.
• Promote proactive safety awareness and a strong safety culture.
• Support environmental protection initiatives and ensure environmental compliance.

Wuhuan Engineering Co., Ltd. is seeking an experienced and highly motivated HSE Engineer to join our construction project team in Balongan, West Java. This is a key position responsible for ensuring the highest standards of Health, Safety, and Environmental (HSE) performance throughout all phases of our EPC construction activities.

The successful candidate will play a critical role in developing, implementing, and monitoring HSE programmes to protect our workforce, minimize environmental impact, and ensure compliance with Indonesian regulations and international best practices.

We are looking for professionals who are committed to building a strong safety culture and are willing to work and stay in the Balongan/Indramayu area for the duration of the project.

Key Responsibilities

Develop, implement, and maintain HSE policies, procedures, and management systems in accordance with company standards and applicable regulations.

Conduct routine site inspections, safety audits, and risk assessments to identify hazards and recommend effective control measures.

Investigate accidents, incidents, and near-misses, identify root causes, and implement corrective and preventive actions.

Deliver HSE induction and training programmes for employees, subcontractors, and visitors.

Prepare and maintain HSE documentation including Risk Assessments (RA), Method Statements (MS), Job Safety Analysis (JSA), Emergency Response Plans, and Safety Plans.

Ensure compliance with Indonesian HSE regulations and client requirements.

Coordinate with government authorities, clients, consultants, and external stakeholders on HSE-related matters.

Monitor HSE performance indicators and recommend continuous improvements.

Promote proactive safety awareness and a positive safety culture across the project.

Support environmental protection initiatives and ensure compliance with environmental regulations.

Qualifications & Requirements

Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Engineering, or related discipline.

Certified in NEBOSH IGC, IOSH Managing Safely, AK3 Umum, or equivalent HSE certification.

Minimum 3-5 years of experience as an HSE Engineer or HSE Officer in EPC or industrial construction projects.

Strong knowledge of:

Indonesian Occupational Health & Safety Regulations

Environmental Regulations

Construction Safety Management

Experience working on large-scale construction, petrochemical, refinery, industrial plant, or infrastructure projects is highly preferred.

Excellent communication and interpersonal skills.

Strong analytical and problem-solving abilities.

Able to work independently and collaboratively within a multicultural environment.

Proficient in Microsoft Office and HSE reporting systems.

Fluent in English (spoken and written).

Indonesian language proficiency is highly preferred.

Candidates currently residing in or willing to relocate and stay in Balongan, Indramayu, or nearby areas will be given priority.
