Job summary

PaxOcean is seeking a Commercial Executive - Estimation to manage the end-to-end tendering process from RFQ reception to pre-award. The role requires coordinating with multiple departments to develop Technical and Commercial Proposals, followed by contract review and handover to Billing.

The incumbent will build cost estimates for materials, labor, and subcontractors, prepare cash flow projections, and present executive summaries for Management and BOD approvals.

Qualifications

• Diploma or engineering degree in marine engineering or naval architecture.
• 2–3 years of shipyard/fabrication yard experience.

Responsibilities

• Handle end-to-end tendering from RFQ receipt to pre-award.
• Prepare high-level summaries for technical and commercial proposals.
• Coordinate with Project, Engineering, Planning, Production, QA/QC, Procurement and HSE.

Job Summary

The Commercial Executive - Estimation is responsible for managing the end-to-end tendering process, from receiving client RFQs (Requests for Quotation) through pre-award.

Key Responsibilities

Pre-Awarded

• Receive RFQs from clients.
• Review RFQs and prepare a high-level summary for the development of Technical and Commercial Proposals.
• Conduct coordination meetings with relevant departments (Project, Engineering, Planning, Production, QA/QC, Procurement, and HSE) to brief the project scope and identify required documents in accordance with ITT/ITB requirements.
• Raise technical clarifications to clients in cases of ambiguity, misunderstanding, or where additional technical details are required based on the RFQ.
• Perform sanction and compliance checks on the company and vessel.
• Develop cost estimates for materials, labor, subcontractors, and other cost components in accordance with project specifications.
• Review preliminary schedules and manpower loading prepared by the Planner to support cost estimation.
• Prepare estimated cash flow projections to support the establishment of payment milestones and terms.
• Prepare executive summary presentation decks for Management and Board of Directors (BOD) approval.
• Coordinate and gather technical data and inputs from Production, Planning, and other relevant departments for the Technical Proposal.
• Prepare and submit Technical and Commercial Proposals.
• Coordinate with Legal to review and follow up on draft contracts.
• Follow up closely with clients and obtain feedback on submitted proposals.

Awarded

• Monitor on draft contract and gather legal vetting between Owners legal team & Yard Legal
• Review final draft contract for management signature
• Following up on PO
• Handover Tender document, contract & PO to Billing Officer / Invoicing Team
• Conduct Handover meeting with Project manager, billing officer , Production, Engineering , Planning , Procurement and QA/QC team (information of project and Preparation for order Long lead item / bulk material) as state on quotation
• Filling and documentation tender document
• Assist Billing officer / invoicing team for cost planning on SAP

Key Requirements

Required Education & Qualifications

Education: Diploma Degree / Engineering Degree on Marine Engineering / Naval architecture

With 2 / 3 years Experiences in Shipyard / Fabrication Yard

• Technical knowledge on basic engineering
• Able to review technical drawing and schedule
• Have knowledge on Contract review
• Expertise to preparing details cost estimate based on BOQ and build up cost based on historical data, current market price and existing tariff
• Expertise on SAP for Cost control for budget monitoring
• Expertise on Quantity Surveying for re-measurement and claim management
• Professional English language, speaking and writing
