• Previous experience working for Operators/Owners is essential.

Job description

Medco E & P Indonesia is looking for an experienced Electrical & Instrument Supervisor to join our team through a Third-Party Contract (TPC). In this role, you will contribute to Sakakemang PSC, an upstream oil and gas project located in South Sumatra and operated by MedcoEnergi. Currently in the development phase, the project is progressing toward First Gas/First Production, with start-up targeted for Q3 2027.

In this role, you will be responsible for overseeing, supervising, and assuring all electrical and instrumentation construction activities at site to ensure safe, compliant, and high-quality execution in accordance with Operator standards, approved engineering designs, contractual requirements, and applicable international codes. The role provides field-level technical authority and HSE leadership, ensuring EPC contractors and subcontractors execute E&I works correctly, safely, and in alignment with project readiness for commissioning and start-up.

Key Responsibilities

Electrical & Instrumentation Construction Supervision

• Supervise and monitor all electrical and instrumentation construction activities, including:
• Electrical equipment installation (LV/MV/HV as applicable)
• Cable tray, cable pulling, termination, and glanding
• Earthing and lightning protection systems
• Instrument installation, tubing, and impulse lines
• Control systems, field instruments, and package equipment interfaces
• Ensure all works are executed in accordance with approved drawings, specifications, datasheets, installation procedures, and method statements.
• Verify construction sequencing supports safe execution, testing, and commissioning readiness.
• Identify execution issues, design deviations, or constructability concerns and elevate to Construction Management and Engineering teams.

Health, Safety & Environment (HSE)

• Enforce Operator HSE standards, life-saving rules, and procedures at all times.
• Ensure all E&I construction works are performed under valid work permits, risk assessments and approved method statements.
• Actively participate in toolbox talks, safety walks, audits, and inspections.
• Report and follow up on HSE observations, near-misses, incidents, and corrective actions.
• Promote a strong safety leadership culture.

Quality Assurance & Control

• Ensure E&I construction complies with:
• International codes and standards
• Hazardous area requirements
• Operator engineering and quality standards
• Coordinate with QA/QC and inspection teams for inspections, testing, and acceptance.
• Verify installation quality, workmanship, calibration, loop checks, and system integrity.
• Ensure timely rectification and close-out of punch items and non-conformities.

Contractor & Interface Management

• Supervise EPC contractors and E&I subcontractors to ensure compliance with HSE, quality, and contractual obligations.
• Monitor contractor manpower, tools, test equipment, and work-front readiness.
• Coordinate E&I interfaces with mechanical, piping, civil, telecom, and commissioning teams.
• Support resolution of site execution conflicts and interface issues.

Schedule, Progress & Cost Control

• Monitor daily and weekly E&I construction progress against approved schedules.
• Validate contractor-reported progress through field verification.
• Provide accurate progress input to Construction Superintendent / Construction Manager and Project Controls team.
• Escalate schedule risks, environmental constraints, or stakeholder-related issues affecting pipeline works.

Reporting & Documentation

• Prepare and submit daily and weekly E&I construction reports, including progress, HSE, manpower, and key issues.
• Maintain site records, inspection logs, and construction documentation.
• Participate in site coordination meetings, progress meetings, and HSE meetings.
• Support electrical and instrumentation pre-commissioning and commissioning activities such as:
• Electrical testing and energization
• Instrument calibration and loop checking
• Control system integration and functional testing
• Participate in system walk-downs, mechanical completion, and handover to Operations.
• Ensure E&I systems are safe, complete, and ready for start-up.
• Verify completeness and accuracy of handover documentation.

Requirements

• Minimum bachelor’s degree in Electrical Engineering, Instrumentation Engineering or related discipline.
• Minimum 13 years of experience in Electrical & Instrument construction project, installation, or supervision within oil & gas projects.
• Proven experience with minimum 2 years’ experience as Field Supervisor, E&I Supervisor, or Construction Supervisor role.
• Strong technical knowledge of electrical and instrumentation systems in industrial facilities.
• Previous experience working for Operators/Owners is essential.
• Strong technical knowledge of E&I construction and installation practices.
• Good understanding of HSE management in oil & gas construction environments.
• Ability to read and interpret electrical single-line diagrams, wiring diagrams, loop diagrams, layouts and construction schedules.
• Strong field supervision, coordination, and problem-solving skills.
