Job summary

ZTE Indonesia seeks an experienced MS Organization Leader to establish and manage the MS unit, including Administration, NOC, and FOC, to ensure superior service delivery. You will drive manpower planning, budget control, and contract management while coordinating with project teams and headquarters.

Successful candidates will have 8+ years in telecommunications/Managed Services with proven leadership, strong KPI/SLA knowledge, and excellent stakeholder communication skills, including English

Qualifications

• Bachelor's degree or above in Telecommunications, Electrical Engineering, IT, Business Management, or related fields.
• 8+ years in telecommunications, Managed Services, network operations, or related industries with leadership experience.
• Strong experience in managing large-scale MS/NOC/FOC operations and field maintenance activities.
• Understanding of KPI, SLA, network operations, service quality, and customer management.
• Proven team management, manpower planning, budgeting, cost control, and subcontractor management.
• Strong customer-facing and communication skills; able to negotiate with key stakeholders.
• Problem-solving, decision-making and crisis management capabilities.
• Business-oriented mindset; identify service improvements and new opportunities.
• Good command of English; Mandarin is an advantage.
• Willing to work under pressure and respond to major operational issues.

Responsibilities

• Establish and lead the MS organization, including Administration, NOC, and FOC, to ensure effective service delivery.
• Define manpower requirements and lead recruitment and development of MS personnel.
• Set MS service goals, operational direction, and performance targets.
• Manage daily MS operations, monitor service reports, identify abnormal issues, and ensure timely resolution.
• Ensure network performance meets KPI/SLA requirements and drive continuous improvement of service quality.
• Prepare and manage the MS budget, control costs, and oversee financial performance.
• Ensure customer invoicing and payment collection within the agreed timeline.
• Manage MS contracts and maintain regular communication with customers to resolve service-related issues.
• Evaluate and select suitable FLM subcontractors, and monitor their performance and service quality.
• Coordinate with Project Teams on acceptance, punch-list items, and other project-related issues.
• Work with ZTE Headquarters and internal teams to resolve major technical and operational issues.
