This is a senior procurement leadership role responsible for the sourcing and procurement of civil works, construction, engineering services, and major CAPEX projects across the organization’s industrial operations in Indonesia.
The successful candidate will bring strong experience in managing complex, high-value capital projects, with a solid understanding of the Indonesian contractor and supplier landscape. The role requires close collaboration with Engineering, Project Management, Operations, Finance, Legal, and senior business stakeholders.
Key Responsibilities
Lead the overall procurement strategy and execution for Civil, Construction and CAPEX categories across major industrial projects.
- Manage sourcing activities covering areas such as:
- Civil and structural works
- Building and infrastructure construction
- Plant expansion and greenfield/brownfield projects
- Engineering and technical services
- EPC / EPCM-related procurement
- Construction materials and project-related services
- Other major capital equipment and project procurement, where applicable
- Develop category and sourcing strategies to optimize cost, quality, project schedule, contractual protection, and supply security.
- Lead major tenders, contractor selection, commercial evaluation, negotiations, and contract awards.
- Establish effective procurement governance for large-scale CAPEX projects, ensuring transparency, competitiveness, and compliance with internal policies.
- Partner closely with Engineering and Project teams from early project planning through tendering, contracting, execution, change-order management, and project close-out.
- Drive commercial negotiations on complex contracts, including pricing structures, payment terms, performance guarantees, liquidated damages, variation orders, claims, and other key commercial terms.
- Build and maintain a strong network of qualified Indonesian and regional contractors, engineering firms, and suppliers.
- Conduct supplier and contractor performance management, risk assessment, benchmarking, and cost analysis.
- Identify opportunities for cost optimization, specification challenge, supplier consolidation, localization, and strategic sourcing.
- Lead and develop the Civil & CAPEX Procurement team and strengthen overall procurement capability.
- Provide procurement insights, market intelligence, project risk assessments, and recommendations to senior management.
Candidate Profile
- Bachelor’s degree or above in Engineering, Supply Chain, Procurement, Construction Management, Business, or a related discipline.
- Approximately 15+ years of procurement experience, with substantial exposure to Civil, Construction, Engineering and/or CAPEX procurement.
- Proven experience managing procurement for large-scale industrial, manufacturing, infrastructure, energy, mining, chemicals, or other asset-intensive environments.
- Strong understanding of project procurement processes, construction contracting, tender management, and commercial negotiations.
- Demonstrated experience handling large and complex CAPEX projects and managing multiple contractors and suppliers.
- Strong knowledge of the Indonesian contractor, supplier, and construction market would be highly advantageous.
- Experience working with EPC/EPCM contractors and complex engineering projects is preferred.
- Strong commercial acumen with the ability to balance cost, quality, schedule, risk, and long-term business requirements.
- Proven leadership capability and ability to influence senior stakeholders across Procurement, Engineering, Operations, Finance, and Project Management.
- High level of integrity and sound judgment, particularly in managing high-value procurement and contractor relationships.
- Bahasa Indonesia and/or Malay language capability is highly preferred.
- Willing and able to be based in Indonesia and travel to project or manufacturing sites as required.
