Job summary

The Hospital Authority - Kowloon Central Cluster is recruiting an Accounting Officer I to support the Finance Division's operations across corporate, cluster and hospital levels. The job involves policy development, subventions, budget planning, financial management, and standard accounting tasks.

You should hold a recognised professional accounting qualification and have at least five years of relevant experience, with strong English and software skills.

Qualifications

• Possession of a recognised professional accounting qualification.
• At least 5 years of relevant experience, preferably with 2 years post-qualification.

Responsibilities

Pay

HK$57,842 to HK$83,424 per month (including Monthly Allowance)
[HGPS Point 24 to 25 and then HMPS Point 1 to 7]

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Job

• Support the development of policy and responsible for the operations of different functional areas of the Finance Division at corporate, cluster or hospital level.
  These areas include but not limited to the following:
  • Healthcare financing policy development
  • Government subvention and reporting
  • Budget planning and financial management
  • Financial accounting and operations
  • Revenue management
  • Service costing
  • Financial control, services and support
  • Treasury and risk management
  • Financial systems development
• Supervise the day-to-day operations of a wide range of financial services, such as financial accounting, financial management, payroll and payment operations, revenue management, service costing, budget planning and monitoring, treasury management, financial control, inspection etc.
• Assist in development and enhancement of financial systems.
• Manage the preparation of financial analysis, projection, management and performance reports.
• Supervise the conduct of data collection and information analysis.
• Monitor the compliance of relevant regulations, policies and guidelines and update the policies, guidelines and manuals to meet operation needs.
• Any other duties as assigned by his/her supervisors.

Requirements

• Possession of professional accounting qualification of a recognised professional accounting body (see Remark 1).
• Possession of 5 years of experience in relevant functions, preferably with 2 years of post-qualification experience.
• Proficiency in computing / PC skills, e.g. Excel, Access, PowerPoint and Word.
• Good command of written and spoken English.
• Strong analytical ability, good interpersonal skill; ability to organise work and supervise staff in a busy working environment.

Preferred Attributes / Exposure

• With exposures in different financial areas, such as treasury management, budgeting and financial performance management, costing and business analytics, financial accounting and control, financial planning and projection, payment, payroll, revenue management etc.

Remarks

• For specialised functions such as healthcare financing, insurance and treasury, professional accounting qualification is not a pre-requisite. Instead, a degree in the relevant field and with experience in the relevant discipline will be required.
