Rise Associates Asia Limited is seeking a strategic yet hands-on Talent Acquisition Leader to partner with business unit heads, scaling our workforce and optimizing the employee lifecycle in Hong Kong.

This role bridges high-level workforce planning with day-to-day HR operations, ensuring our practices align with market best practices and Hong Kong compliance standards.

You will drive strategic planning, process optimization, end-to-end HR operations, and analytics to inform executive decisions.

Qualifications

  • Bachelor’s degree in HR, Business Administration, or related discipline.
  • 10+ years of progressive HR experience with a focus on talent acquisition.
  • Deep knowledge of HK labour law and hands-on use of recruitment modules within modern HRIS.
  • Commercially minded, pragmatic and adaptable with strategic and operational capabilities.
  • Excellent stakeholder management with English and Chinese proficiency.

Responsibilities

  • Strategic Workforce Planning: translate business objectives into talent strategies with leadership.
  • Process Optimization: improve recruitment and HR frameworks for scalability.
  • End-to-End HR Operations: manage recruitment, offers, work visas, onboarding, and early engagement.
  • Employee Relations & Compliance: advise on performance, grievances, and labor compliance.
  • Total Rewards Collaboration: work with C&B on payroll validation, movements, and offboarding.
  • HR Projects & Digitalization: lead HRIS implementations, policy updates and change management.
  • Data & Analytics: deliver headcount, budgeting, attrition and organizational metrics reports.

Job description

We are seeking a strategic yet hands-on Talent Acquisition Leader to partner with business unit heads, scaling our workforce and optimizing the employee lifecycle. In this multifaceted role, you will bridge high-level workforce planning with day-to-day HR operations, ensuring our practices align with market best practices and Hong Kong compliance standards.

Key Responsibilities
  • Strategic Workforce Planning: Partner with leadership to translate business objectives into effective talent acquisition and organizational strategies.
  • Process Optimization: Drive continuous improvement in recruitment and HR frameworks, aligning them with scalability and industry best practices.
  • End-to-End HR Operations: Manage the early employee lifecycle, including recruitment, offers, work visa processing, onboarding, and early-stage engagement.
  • Employee Relations & Compliance: Provide expert guidance on performance management, grievances, disciplinary matters, and labor compliance with sound judgment.
  • Total Rewards Collaboration: Work alongside the C&B team to oversee payroll validation, employment movements, and offboarding workflows.
  • HR Projects & Digitalization: Lead and contribute to impactful initiatives, including HR system implementations, policy overhauls, and change management.
  • Data & Analytics: Deliver actionable insights and reports on headcount, budgeting, attrition, and organizational metrics to inform executive decision-making.
What We Are Looking For
  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
  • Experience: Minimum 10 years of progressive HR experience with a strong specialization in talent acquisition, ideally within fast-paced or complex environments.
  • Compliance & Tech Savvy: Deep expertise in Hong Kong labor legislation and hands-on experience utilizing recruitment modules within modern HR information systems (HRIS).
  • Mindset: Commercially minded, pragmatic, and adaptable—equally comfortable operating at a strategic level and executing operational tasks.
  • Communication: Exceptional stakeholder management skills with professional proficiency in English and Chinese (Cantonese and Mandarin strongly preferred).
