Job summary

Octopus Holdings Limited is seeking a seasoned Project Delivery & Governance professional in Hong Kong to lead end-to-end delivery of technology initiatives, align scope, schedule, budget, quality and business outcomes.

You will coordinate governance forums, manage risks and regulatory compliance, oversee vendor relationships and procurement activities, and ensure production readiness and smooth transitions. Fluency in English and Chinese is preferred; 8+ years of relevant experience required.

Qualifications

• Degree in Computer Science, Information Technology, Engineering or related discipline.
• Minimum 8 years of experience in software development, technology delivery or IT project management.
• Hands-on experience as a Software Engineer, System Analyst, Technical Lead or equivalent software delivery role.
• Proven experience delivering large-scale application development, system integration or technology transformation projects.
• Experience coordinating Risk Management & Compliance, Information Security, Internal Audit and external assessment activities.
• Proven track record in project planning, scope management, budget control, risk management and stakeholder management.
• Experience managing external vendors, system integrators and offshore development teams.
• Strong understanding of project management methodologies and tools.
• Good understanding of enterprise application architecture and cloud-native development.
• Strong communication skills in both verbal and written English and Chinese.

Responsibilities

• Lead end-to-end delivery of technology projects, ensuring agreed scope, schedule, budget, quality and business outcomes.
• Develop and maintain project plans, resource plans, budgets and management reports.
• Manage project risks, issues, dependencies and change requests, escalating where appropriate.
• Coordinate project governance, steering committees and key decision forums.
• Act as the primary liaison among Business, Technology, Architecture, Risk Management & Compliance, Information Security, Internal Audit and external parties.
• Ensure project deliverables comply with internal policies, regulatory requirements and audit expectations.
• Coordinate project governance documents, risk assessments, control evidence, audit responses and regulatory submissions where required.
• Communicate project status, risks and recommendations to senior management and stakeholders.
• Promote a strong risk and compliance culture and ensure accountability for project controls and regulatory obligations.
• Coordinate investigation of major project or technology incidents and track remediation actions to closure.
• Develop, maintain and improve project delivery methodologies, standards and documentation.
• Maintain complete and auditable project records and documentation.
• Promote knowledge sharing, lessons learned and reuse of best practices across the organization.
