Responsibilities:
- Manage procurement requests for building works, building maintenance, and assigned technology-related categories and projects
- Execute RFQ and tendering processes, and prepare purchase orders and contract awards in compliance with procurement policies and procedures, including approval coordination, tender documentation, evaluation, assessment reports, contract award and execution
- Serve as a key procurement contact for user departments, providing timely and professional advice on procurement matters within assigned categories
- Support the management of high-value and complex procurement projects in collaboration with supervisors and stakeholders
- Conduct market research, sourcing activities and commercial negotiations to achieve value-for-money procurement outcomes
- Support category and supplier management activities, including spend analysis, supplier prequalification and supplier performance monitoring
- Assist in process improvement initiatives to enhance procurement efficiency and effectiveness
- Perform other duties and assignments as required
Requirements:
- Degree holder in Business Administration, Quantity Surveying, Procurement, Supply Chain Management, Purchasing or related disciplines.
- Candidates with qualifications in Engineering, Construction Management and/or Procurement will be an advantage
- Minimum 3 years' relevant experience, preferably gained in sizeable organisations
- Familiarity with procurement, contracting and tendering processes for property, maintenance, equipment and technology-related projects
- Good understanding of World Trade Organization (WTO) / Agreement on Government Procurement (GPA) tendering requirements is an advantage
- Knowledge of ERP systems, such as Oracle Financial and Procurement Systems, is an advantage
- High level of integrity with a strong team-oriented mindset
- Strong communication, stakeholder management and influencing skills
- Proactive, detail-oriented and able to work effectively under pressure
- Good command of both written and spoken English & Chinese (i.e. Cantonese & Putonghua)
- Proficiency in MS Office (i.e. Word, Excel and PowerPoint)
