Job summary

OSL is the first SFC-licensed digital asset platform in Hong Kong, delivering regulated crypto and payments infrastructure. We seek a Senior Manager to design, implement, and oversee the Operational and Technology Risk Management Framework across our global exchange and payments business.

As a second-line challenger, you will bridge governance with rapid tech innovation, lead ERM/ORMF design, oversee cyber risk, regulatory engagements, and incident management to ensure resilience and compliance

Qualifications

• 8–10 years in Operational Risk Management and Technology Risk Oversight in the financial industry
• Proven track record in 2nd-line governance for technology risk
• Direct experience managing audits or regulatory inquiries from major regulators
• Mastery of OpRisk and Tech Risk tools (RCSA, Incident Management, KRI monitoring, RCA)
• Familiarity with blockchain mechanics, custody architecture, or DeFi protocols preferred

Responsibilities

• Design and oversee the Enterprise Risk Management (ERM) and Operational Risk Management Frameworks (ORMF) across global sub-entities
• Provide independent 2nd-line oversight to Engineering, Product, and IT Security on architecture and cloud changes
• Oversee regulatory engagement and translate directives for product engineers and operations teams
• Lead Risk & Control Self-Assessment (RCSA) exercises and incident management lifecycle
• Evaluate Business Continuity Plans, Disaster Recovery, and Third-Party Risk Management
