Job summary

JLL is seeking an experienced Facilities Manager in Hong Kong to oversee day-to-day operation and performance of all building services systems, including HVAC, electrical, plumbing, and BMS. You will lead preventive maintenance programs, manage internal and external teams, and drive energy efficiency initiatives to optimize asset life and occupant comfort.

The role requires 8–10 years in building services management, a relevant engineering degree, and strong leadership with stakeholder

Qualifications

  • Bachelor’s degree in Mechanical, Electrical, or Building Services Engineering (or related field).
  • 8–10 years of experience in facility or building services management, preferably in large commercial or tech-enabled environment.
  • Strong technical expertise in HVAC, electrical, plumbing, fire protection, BMS, elevators, and energy management systems.
  • Proven ability to lead preventive and reactive maintenance programs, manage contractors, and supervise technical teams.
  • Experience with CAPEX/OPEX planning, statutory compliance (e.g., FSD, EMSD, OHS), and MEP-related projects.
  • Skilled in energy efficiency initiatives, root cause analysis, and stakeholder communication.
  • Professional certifications (e.g., CEM, CFM, PMP) and knowledge of smart building technologies are a plus.

Responsibilities

  • Oversee day-to-day operation, maintenance, and performance of building services systems to ensure efficiency and occupant comfort.
  • Develop, implement, and monitor preventive maintenance programs for MEP systems.
  • Lead reactive maintenance, troubleshooting, fault diagnosis, and emergency repairs.
  • Manage in-house technical teams and external contractors with SLA compliance.
  • Conduct regular condition surveys, audits, and performance assessments; recommend improvements.
  • Drive energy efficiency initiatives and monitor energy consumption.
  • Ensure compliance with regulations, codes, and safety standards.
  • Prepare annual operating budgets and CAPEX plans for maintenance and upgrades.
  • Manage projects such as system upgrades, retro-commissioning, and minor works.
  • Liaise with clients, tenants, property managers, and stakeholders on issues.
  • Lead root-cause analysis and implement corrective actions.
  • Provide technical leadership and training to junior engineers and technicians.
  • Identify and evaluate new technologies and smart building practices.

Job description

  • Oversee the day-to-day operation, maintenance, and performance of all building services systems (HVAC, electrical, plumbing, fire protection, BMS, elevators, energy management, etc.) to ensure optimal efficiency, reliability, and occupant comfort
  • Develop, implement, and monitor preventive maintenance programs (PPM) and schedules for all mechanical, electrical, and plumbing (MEP) systems to maximize asset life and minimize breakdowns
  • Lead reactive maintenance, troubleshooting, fault diagnosis, and emergency repairs for building services systems
  • Manage and supervise in-house technical teams as well as external contractors, including performance monitoring, work quality inspection, and compliance with service level agreements (SLAs)
  • Conduct regular condition surveys, audits, and performance assessments of building services installations; recommend and implement improvement, retrofitting, or upgrading works
  • Drive energy efficiency initiatives, monitor energy consumption, analyze data, and implement energy-saving measures and sustainability programs
  • Ensure full compliance with statutory regulations, codes of practice, health & safety standards, fire safety requirements, and environmental guidelines
  • Prepare annual operating budgets, capital expenditure (CAPEX) plans, and forecasts for building services maintenance, repairs, and upgrades
  • Manage building services-related projects such as system upgrades, retro-commissioning, and minor works - including scope development, tendering, contractor selection, and project execution
  • Liaise with clients, tenants, property managers, and stakeholders to address technical complaints, service requests, and performance issues
  • Lead root cause analysis for recurring issues and implement corrective/preventive actions
  • Provide technical leadership, mentoring, and training to junior engineers and technicians within the FM team
  • Identify and evaluate new technologies, smart building solutions, and best practices to enhance facility performance
