OSL in Hong Kong is building a global B2B payment network with stablecoins and seeks a senior Risk Control & Operations leader to shape the function from the ground up. Qualifications

Job description

We are building a global B2B payment network built on stablecoins, designed to fundamentally solve the longstanding pain points of low efficiency and high costs in traditional cross-border settlement.

In this converging field, risk control faces entirely new and unique challenges: we must guard against fraud and money laundering typical of traditional international trade, while also ensuring the compliance and legitimacy of funds on the blockchain.

As a core member of our early-stage team, you will build and lead the Risk Control & Operations function from the ground up. Your core mission is not simply to "reject transactions" by default. Instead, applying a Risk-Based Approach, you will strike an optimal balance between maximising transaction approval rates and maintaining robust compliance security — navigating the complexities of cross-border trade documentation reviews alongside the compliance requirements of digital assets (KYT/AML).

Key Responsibilities
Establish Dual-Track Review SOP and Tiered Risk Framework
  • End-to-End Process Design: Build standard operating procedures (SOPs) from scratch covering two core streams: Transaction Authenticity verification and On-chain Compliance / KYT.
  • Tiered Risk Review Mechanism: Develop a multi-dimensional risk segmentation framework — based on customer risk rating, transaction volume, fund flow direction, transaction behaviour patterns and more. Define differentiated requirements for supporting documentation and review standards, so that low-risk customers are not subject to unnecessary or excessive risk checks.
Assessment of Complex and Non-Standard Scenarios
  • Complex Case Resolution: Lead the comprehensive review and decision-making for high-complexity edge cases. You will be able to accurately detect forgeries and logical inconsistencies across full sets of international trade documentation (such as Proforma Invoices, Bills of Lading, Customs Declarations), as well as proficiently use blockchain explorers and third-party KYT tools (e.g. Chainalysis, Elliptic) to trace stablecoin fund sources and assess risk exposure
  • High-Risk Scenario Policy Design: Develop balanced review frameworks that protect both customer experience and compliance standards, specifically for non-standard and high-risk scenarios common in B2B payments — such as third-party payments on behalf of others, and fund inflows from self-hosted wallets.
Risk Control Automation and System Capability Advancement
  • Codify Expert Rules: Move beyond manual-only review workflows. Translate insights and decision-logic gathered from manual reviews into formalised system rules, driving higher rates of automated approval.
  • Collaborate on Product Evolution: Work closely with Product and Engineering teams to deliver and refine capabilities including automated document recognition (OCR), intelligent rule engines, and on-chain transaction monitoring and risk-interception systems.
Team Leadership and Cross-Functional Collaboration
  • Operational SLAs: Establish and maintain Service Level Agreements (SLAs) for the risk control team, ensuring document review turnaround times meet the real-time / near-real-time requirements of B2B operations.
  • Business Acumen and Stakeholder Alignment: Act as the primary point of contact for risk control, working closely with Sales, Compliance and Product teams. You will uphold strict compliance guardlines while enabling the business to scale rapidly.
Requirements
  • 3+ years of hands‑on experience in risk control, compliance operations, or related roles within cross‑border payments, B2B settlement, or PayTech
  • Team leadership experience, or proven track record of designing and launching operational workflows from the ground up — strongly preferred
  • Strong expertise in B2B trade and payments risk: familiar with international trade cycles, able to rapidly spot authenticity risks and inconsistencies in invoices, Bills of Lading, and Customs filings
  • In‑depth understanding of stablecoins and cryptocurrency mechanics (USDT, USDC); working knowledge of on‑chain fund tracing; familiarity with high‑risk on‑chain activity including mixers, sanctioned addresses, and hack‑related transactions
  • Experience reviewing supporting documentation across complex trade scenarios; prior experience managing follow‑up documentation requests and behavioural risk assessment — strongly preferred
  • Clear logical reasoning and stakeholder communication skills: able to align priorities and build consensus between risk control and business growth objectives
  • Comfortable working hands‑on in an early‑stage environment with limited tooling; resilient and effective at making sound judgements amid uncertainty
  • A risk‑based mindset: able to apply controls proportionately, tailoring review intensity to each customer and transaction’s actual risk profile rather than applying rigid, uniform restrictions
